Heightened State of Readiness APPLICATION HOMELAND SECURITY ADVISORY SYSTEM The Department of Homeland Security has replaced the color-coded alert system of the Homeland Security Advisory System (HSAS) with the National Terrorism Advisory System (NTAS), designed to more effectively communicate information about terrorist threats by providing timely, detailed information to the public. The NTAS consists of: Bulletins Alerts Protective measures will be implemented by the Department. As the threat condition changes, so too will our protective measures. OPERATIONAL POLICY This section intentionally left blank. OPERATIONAL GUIDELINE Bulletins: Used to communicate current developments or general trends regarding threats to terrorism. Fresno City Fire Department Effective Date: October 2007 Section 202.009 Current Revision Date: 3/22/2022 ADA Next Revision (2) Date: 3/22/2024 Page 2 of 2 Alerts: Include specific information, if available, about the nature of the threat, including the geographic region, mode of transportation, or critical infrastructure potentially affected by the threat, as well as steps that individuals and communities can take to protect themselves and help prevent, mitigate or respond to the threat. Alerts may take one of two forms: o Elevated: There is credible threat information, but only general information about timing and target such that it is reasonable to recommend implementation of protective measures to thwart or mitigate against an attack. o Imminent: The threat is credible, specific, and impending in the very near term.
