HomeMy WebLinkAbout202.008c - Abandoned Waste Oil Guidelines STANDARD OPERATING PROCEDURES TACTICAL OPERATIONS 202.008c ABANDONED WASTE OIL GUIDELINES EFFECTIVE: OCTOBER 2007 Current Revision Date: 6/16/21 Next Revision Date: 6/16/23 Author’s Name/Rank: Joshua Sellers, Engineer Review Level: 1 Administrative Support: Evelyn Yin-Zepeda, Management Analyst II PURPOSE The purpose of this policy is to establish a guideline to assist Fresno Fire Department (FFD or Department) members with the proper mitigation procedure and disposal of contained abandoned waste oil. APPLICATION This policy only applies to abandoned waste oil discovered in containers. Waste oil discovered outside of a container must be cleaned up utilizing sand or absorbent and properly disposed of per Fresno County Environmental Health Department policies. OPERATIONAL POLICY The Department operates under the California State Emergency Response Incident Transporter variance, which allows for the transportation of small amounts of used oil to a designated central collection facility. A small amount is defined as no more than five (5) 85-gallon containers. Any amount above shall be transported and disposed of by a registered hazardous waste transporter. The waste oil load does not require a shipping manifest; however, shipping papers are required and must accompany the load. The shipping papers are to be kept in the cab of the transportation vehicle within reach of the seat belted driver. The Department Shop shall keep a record on file of the quantity of oil handled under this variance as well as the shipping papers for a minimum of three years. This file must be maintained at the location where the oil was stored. OPERATIONAL GUIDELINE The transportation of used waste oil is not an emergency. The Department Shop will be available to pick-up abandoned waste oil containers and should be contacted through the Communications Center. If the shop’s arrival is longer than a reasonable Section 202.008c Page 1 of 2 amount of time, the waste oil containers should be secured utilizing yellow hazard tape and the exact location of the container conveyed to the shop driver. PROCESS Upon the discovery of suspected abandoned waste oil, company officers should request the Hazardous Materials Response Team (HMRT) to respond to the incident. The Company officer should remain at the scene until the HMRT is on scene. If the HMRT is delayed or has an extended response, the company officer has the discretion to secure the location with yellow hazard tape and request a City of Fresno Community Service Officer to stand by at the location until the HMRT arrives; allowing the first-in company to return to service. Upon arrival, the HMRT will: 1. Confirm the product is used motor oil containing less than 1000ppm of chlorine using the Chlor-D-Tect kit or other appropriate testing kit. If less than 1000ppm of chlorine is present, the HMRT will contact the Department Shop for transportation of the used oil to the Department’s used oil storage area. 2. The oil must be transported in an appropriate container. This may require transferring the oil to an approved shipping container prior to requesting the Shop. 3. Complete required shipping papers located on HazMat apparatus. The shipping papers must remain with the waste oil. INFORMATION This section intentionally left blank.
