HomeMy WebLinkAbout202.008 - Hazardous Materials Response Plan STANDARD OPERATING PROCEDURES TACTICAL OPERATIONS 202.008 HAZARDOUS MATERIALS RESPONSE PLAN EFFECTIVE: OCTOBER 2007 Current Revision Date: 6/16/21 Next Revision Date: 6/16/23 Author’s Name/Rank: Joshua Sellers, Engineer Review Level: 1 Administrative Support: Evelyn Yin-Zepeda, Management Analyst II PURPOSE The City of Fresno has adopted a modified version of the Hazardous Materials Incident Response Plan, concurrently adopted by the County of Fresno. This disaster plan includes incidents involving hazardous materials (petroleum products, toxic chemicals, radioactive substances, explosives, flammable/combustible materials, corrosives, oxidizers, and biological materials to include sewage, health hazards, and acts of terrorism) on public property, streets, or highways. The Hazardous Materials Incident Response Plan: Identifies responsibilities for City, County, and locally available state agencies. Initiates a formal hazardous materials notification system. APPLICATION This plan identifies the Fresno Fire Department’s (FFD or Department) responsibilities at hazardous materials incidents within the City of Fresno, contract service areas, and on all mutual-aid hazardous material incidents outside the Department’s service area. OPERATIONAL GUIDELINE Activation of the Hazardous Materials Incident Response Plan should be initiated by the FFD incident commander/scene manager in charge of any incident when a hazardous materials substance is or is suspected of being involved in the incident. Section 202.008 Page 1 of 5 There are a number of locations within the city, which if involved in fire, would be extremely dangerous to suppression members as well as the community. These facilities are identified in the Target Hazard Program. They will state “Hazardous Materials Response Required on all Confirmed Working Fires”. PROCESS 1. Dispatching: When the Communications Center receives information of a Hazardous Material release, potential release, or a chemical explosion within the Department’s jurisdiction, the following will be dispatched: a. FFD Hazardous Materials Response Team (HMRT). b. All mutual aid requests for the HMRT in other jurisdictions should go through an on-duty battalion chief. The battalion chief will evaluate the request and approve or disapprove the mutual-aid request. A battalion chief will also respond to the incident as an agency representative. c. Additional HMRT Staffing: On-duty HMRT members assigned to non-hazmat units. Off-duty recall of HMRT members. Clovis Fire Department HMRT. 2. Notifications: a. Hazardous Materials Coordinator: The Hazardous Materials Coordinator will be notified of all hazardous materials responses by the communications center. The following information will be provided: Type of incident (MVA, fire, spill, or other release). Type of material if known. Location of the incident. If the incident has been declared a hazardous material incident and if Fresno County Sheriff’s office has been notified. Section 202.008 Page 2 of 5 b. Duty Officer: The Department Duty Officer (deputy chief) will be contacted if the incident is confirmed large and/or newsworthy. c. Public Information Officer: The on-call public information officer shall be notified if the incident is confirmed large and/or newsworthy. d. Fresno County Sheriff’s Office: The Fresno County Sheriff’s Office is to be contacted when the release is declared a hazardous materials incident by any fire personnel on scene or the HMRT. This action initiates the Fresno County Hazardous Materials Response Plan. Requests for additional support, other than City resources, shall be made through Fresno County Sheriff’s Dispatch. e. California OES Warning Center: The State OES warning center must be notified in the event of any oil/petroleum product spill of 42 gallons or more. 3. Responsibilities: a. Fresno Fire Department Manage operations. o Within the city of Fresno and contracted service areas, incident command is the responsibility of FFD. o The California Highway Patrol is responsible for incident command on incidents which occur on freeways or highways. o Incident Command at incidents outside the city of Fresno and contracted service areas are the responsibility of the appropriate agency. (See table 1 and table 2). Assist with on-scene material investigations. Manage rescue operations involved with the incident. Section 202.008 Page 3 of 5 o Rescue. o Evacuation. o Shelter in place. Provide emergency, mass and hospital decontamination. Coordinate with emergency medical services for patient care. Assist with containment/mitigation operations. Provide data to support the incident commander’s report.
