Beal, Fire Prevention Engineer Current Revision Date: 7/25/2024 Section 405.001a Next Revision (1) Date: 7/25/2027 Page 1 of 4 Fresno City Fire Department 400 Fire Prevention Manual SECTION 405.001a TEMPORARY STANDPIPE SYSTEM REQUIREMENTS PURPOSE The purpose of this policy is to clarify the Fresno Fire Department’s (FFD or Department) requirements related to the installation of temporary standpipe systems in buildings under construction or demolition. APPLICATION This policy applies to all areas within the City of Fresno (COF) and contract service areas and applies to all buildings which are required to have a temporary standpipe installed at any time the building is under construction or demolition. OPERATIONAL POLICY As noted in the latest edition of the California Fire Code (CFC) FFD is permitted to specify requirements related to the installation of temporary standpipe systems. REQUIREMENTS Based upon the need for uniformity in application across the Department’s diverse service delivery area, and after careful deliberation, the Department has determined that when a temporary standpipe must be installed at any time the building is under construction or demolition it shall be in accordance with the following: 1. All temporary standpipe systems shall comply with the applicable elements of the currently adopted edition of NFPA 14, Standard for the Installation of Standpipe and Hose Systems as noted in the CFC. 2. Any building in which a temporary standpipe system is required shall submit a separate set of plans and permit application for the temporary standpipe system prior to a construction feature reaching an installed height of 20’, but no later than at the same time the fire sprinkler system plans are submitted to FFD. It is the obligation of the permit applicant to coordinate the various construction schedules, etc. to meet the requirements of this policy and avoid unnecessary construction delays, penalties, etc. Effective Date: July 2024 Justin H. At the sole discretion of the Fire Marshal (or designee), temporary standpipe systems may be wet or dry depending on the specific site conditions. Approval of either a wet or dry, temporary standpipe system at one location shall not set a precedent for any other location. 4. An approved, single, temporary standpipe system shall be installed when the building has any installed construction feature that reaches a height of 20’. It is the obligation of the permit applicant to request an inspection of the temporary standpipe system by FFD personnel before commencement of any construction feature above 20’. 5. All temporary standpipe system plans shall include all of the items noted in NFPA 14, Ch. 11, Plans and Specifications, as well as signage details indicating the location of the temporary standpipe FDC. 6. In addition to number 4 above, all temporary standpipe plans shall include a proposed fire department access plan. The proposed fire department access plan shall note the driving surface, appropriate dimensions and the location of all temporary standpipe fire department connections (FDC). 7. All temporary standpipe plans shall clearly note the two nearest, in service, public fire hydrants. At least one public hydrant shall be within 200’ of all temporary standpipe FDC’s as measured using an approved route. 8. All temporary standpipe FDC’s shall be mounted at least three feet away from the subject building’s exterior wall. 9. All temporary standpipe FDC’s and three (3’) feet of additional riser piping shall be painted AMS-STD 595 13591 Yellow prior to permit approval. 10. Prior to commencing construction above 20’, every required exit stairway shall be in an approved state of use by fire department personnel. Effective Date: July 2024 Justin H. Beal, Fire Prevention Engineer Current Revision Date: 7/25/2024 Section 405.001a Next Revision (1) Date: 7/25/2027 Page 3 of 4 It is the obligation of the permit applicant to request a temporary standpipe system permit inspection of the exit stairways by FFD personnel before commencement of any construction feature above 20’. 11. All FDC’s for temporary standpipe systems shall consist of two, two and one half (2 1/2”) Siamese inlet connections. 12. Prior to commencing construction above 20’, a second, temporary standpipe system shall be installed. It is the obligation of the permit applicant to request a temporary standpipe system permit inspection of the second, temporary standpipe system by FFD personnel before commencement of any construction feature above 20’. 13. Each temporary standpipe system shall be hydrostatically pressure tested and approved by FFD prior to being placed in service. The hydrostatic pressure test shall be conducted at a minimum of 200 psi for 2 hours with no leaks. It is the obligation of the permit applicant to request a temporary standpipe system permit pressure test inspection by FFD personnel before commencement of any construction feature above 20’. 14. Standpipe hose outlets shall be specified, installed and provided with the required three (3’) feet of clear working space in accordance with the CFC and existing FFD standpipe policy requirements. 15. Unobstructed access to each standpipe hose outlet shall be maintained at all times. OPERATIONAL GUIDELINE This section left intentionally blank. PROCESS This section left intentionally blank. In the absence of this pre-approval, the requirements noted above shall be strictly enforced. Failure to comply with these requirements may subject the site and/or permit applicant(s) to administrative action (i.e., stop work order, California Contractor State License Board (CSLB) complaint, etc.), penalties (i.e. citation), and other action in accordance with the Fresno Municipal Code (FMC). An economic condition, artificial time constraint, or concern for damage to a nearly complete building, etc. is not considered a valid basis for a request to modify these requirements.
