Regular Meeting
The Parks, Recreation and Arts Commission (PRAC) met in regular session in
the Council Chamber at Fresno City Hall on the date and time above written.
1. Call to Order
Chair McCoy called the meeting to order at 5:33 P.M.
2. 5:33 P.M. Roll Call
Commissioner Singh joined the meeting at 5:35 P.M. Commissioner
Kucharski joined the meeting at 5:39 P.M.

4. Approve Agenda
Secretary Stermer announced item 5-A (ID 24-744) regarding approval of
the minutes, had been removed from the agenda and would return for the
next regular meeting.
On motion of Vice Chair Dohlin, seconded by Commissioner Miller, the
agenda was APPROVED AS AMENDED by the following vote:

5. Approval of Minutes
5.-A.ID 24-744 Approval of the regular meeting minutes of May 20, 2024, and the
special meeting minutes of May 29,2024.
The above item was removed from the agenda by staff and tabled to the
next regular meeting.

6. Discussion: Subcommittee Reports:
6-A. Cultural Arts Plan:
Commissioner Ward reported the Cultural Arts Plan Subcommittee had
reviewed the art grant appeals and were ready to discuss them at a future
meeting. PARCS Director Aguirre clarified that a procedural issue with the
expanded arts and culture grant program had been discovered and the legal
department advised the cure should be worked on prior to hearing the
appeals.
6-B. Parks Master Plan:
Commissioner Barraza reported that the draft Parks Master Plan had not yet
been received. Staff informed him the plan should be ready for the July 15,
2024, meeting.
6-C. Highest Needs Neighborhoods:
Commissioner Soto announced the subcommittee would be working with

WRT Consulting on the highest needs update. Public input would be
collected in July and reviewed the following two months before being
presented to the subcommittee in September.
6-D. San Joaquin River Parkway:
Chair McCoy announced the San Joaquin River Parkway subcommittee had
not yet convened.
7. Members Reports and Comments
Commissioner Barraza stated he was looking forward to the discussion
about the potential special meeting.
Vice Chair Dohlin commented on the limited attendance at public workshops
and requested the Commissioners let the City of Fresno know when there
are special events in which informational booths could be set up.
Chair McCoy announced a youth event with food and entertainment at West
Side Church of Christ on June 29 and encouraged people to attend the free
event.
8. City Administration and PARCS Staff Reports and Comments
PARCS Director Aguirre announced (a) Camp Fresno opened the previous
week and hundreds of campers had signed up for the program; (b) free
swim lessons had also begun with more than 900 people signed up for
session one, and; (c) recreational swimming was now available at all city
facilities.
9. Unscheduled Communication: Members of the public may address the
Commission regarding items that are not listed on the agenda and within the
subject matter jurisdiction of the Commission. Each person will have up to three
(3) minutes to present.
Upon call, the following members of the public addressed the Commission
with unscheduled communication: Jose Luis Barraza, Elliott Balch and
Chermmaly Keodra.

Commission discussion on this item included whether detailed information
regarding the arts grants would be available prior to a special meeting if
scheduled for July 1, 2024.
Vice Chair Dohlin motioned to hold a special PRAC meeting on July 1, 2024
at 5:30 P.M. Commissioner Barraza seconded the motion which PASSED
8-0 by the following vote:
AYE (8): Barraza, Kucharski, Miller, Singh, Soto, Ward, Dohlin, McCoy

12. Hearings:
12.-A.ID 24-745 Hearing - Receive public input on allocations related to Measure P,
updates to the Parks Master Plan and Cultural Arts Plan, and annual
PARCS Department Budget and Capital Improvement Plans.
The above hearing was called to order at 5:53 P.M.
Upon call, the following member of the public addressed the Commission:
Sara Topete-Gonzales.
The public comment portion of the hearing was closed at 5:56 P.M.
The Commission briefly discussed the dimension of a multipurpose court
capable facilitating bike-polo.
13. Adjournment
The meeting adjourned at 5:57 P.M. in memory of Dr. Francine Oputa.
The above minutes were approved by unanimous vote of the Parks, Recreation,
and Arts Commission during the July 15, 2024, regular meeting with
Commissioners Kucharski, and Vice Chair Dohlin absent.
