Regular Meeting
The Parks, Recreation and Arts Commission (PRAC) met in regular session in the
Council Chamber at Fresno City Hall on the date and time above written.
1. Call to Order
Chair McCoy called the meeting to order at 5:30 P.M.
2. 5:30 P.M. Roll Call
Commissioner Kucharski and Commissioner Singh were absent during roll
call. Commissioner Singh entered the Council Chambers at 5:37 PM.
Commissioner Kucharski entered the Council Chambers at 5:58 PM.

On motion of Vice Chair Dohlin, seconded by Commissioner Miller,
the Agenda was APPROVED. The motion carried by the following
vote:

5. Approval of Minutes
5.-A.ID 24-569 Approval of the regular meeting minutes of April 15, 2024.
On motion of Commissioner Ward, seconded by Vice Chair Dohlin, the
Minutes were APPROVED. The motion carried by the following vote:

6. Discussion: Subcommittee Reports:
6-A. Cultural Arts Plan:
Commission Ward announced the Cultural Arts Committee had an item
coming up on this agenda, and updated the Commission with a report.
6-B. Parks Master Plan:
There was no report from the Parks Master Plan.
6-C. Highest Needs Neighborhoods:
There was no report from the Highest Needs Neighborhoods.
6-D. San Joaquin River Parkway:
There was no report from the San Joaquin River Parkway.

7. Members Reports and Comments
VICE CHAIR DOHLIN REPORTS AND COMMENTS: acknowledge
difficulties accessing Roeding Park due to construction and encouraged
PARCS and/or Public Works to be proactive communicating conditions and
construction to the public.
CHAIR MCCOY REPORTS AND COMMENTS: expressed disappointment
regarding conditions of Frank H. Ball Park's bathrooms, electrical outlets,
and failed lighting; acknowledged the need for Frank H. Ball Park's
bathrooms to be revitalized and improved in comparison to Inspirations
Park's bathrooms cleanliness and accessibility.
8. City Administration and PARCS Staff Reports and Comments
PARCS DIRECTOR AGUIRRE REPORTS AND COMMENTS: advised the
Commission that on May 2nd, the City Council awarded the Broadway
Parque (Broadway & Elizabeth) construction from Measure "P" category two
(2) funds in a tune of 2.4 - 2.5 million dollars, and anticipates construction to
start Fall of 2024; reported Camp Fresno had 1255 campers registered this
year compared to 793 campers last year; reminded Commissioners and the
community the first day of camp is June 10, 2024 and spots are available;
and announced upcoming Summer events.
9. Unscheduled Communication: Members of the public may address the
Commission regarding items that are not listed on the agenda and within the subject
matter jurisdiction of the Commission. Each person will have up to three (3) minutes
to present.
Upon call, Pedro Navarro Cruz addressed the Commission. There were no
other comments from the public.

12.-A.ID 24-717 Hearing - Presenting the Mayor’s Parks, After School, Recreation and
Community Services Department Budget for Fiscal Year 2025, with Public

Comment (PARCS, PW, DPU, PD).
The above hearing began at 5:55 PM.
The PARCS Department, Police Department, Beautify Fresno, and Public
Works Department presented the hearing.
Upon call, the following members of the public addressed the Commission:
Sarah Parkes, and Lisa Flores. Public comment closed at 7:51 P.M.
Commission discussion included: Metrics of success used for the Park
Ranger program; engagement of Park Rangers with the community; training
for Park Rangers; public safety; Park Ranger uniforms; event management,
travel, and conference membership; $100,000 for community outreach;
reaching the community not on social media; percentage of Beautify Fresno
budget that comes from Measure "P"; percentage of Public Works budget
that comes from Measure "P"; street beautification, applying for funds to
beautify communities; new trails and bike tails planned; types of
improvement at Hinton Park, Frank H. Ball Park, the other four parks in
Southwest Fresno, Holmes Park, Romain Park; the reasoning of certain
parks being grouped together for improvements, capital projects under
expenditure category one and two, and types of improvements; funding of
Measure "P" administration position job; new locations for soccer fields;
funds approved for the Dr. Oputa fund; revenue categories; funds not
allocated; number of parks in the existing park categories, and highest
needs category; revenue collected for Measure "P"; Maple and Chestnut
corridor along Cesar Chavez Blvd; West Fresno parks community
engagement meetings budget; budget for new programming; progress on
cricket fields and the remaining funds.
On motion of Commissioner Barraza, seconded by Chair McCoy, to use
Measure "P" funds of $100,000 or less to beautify the landscaping of the
median on the formerly Ventura/Kings Canyon Corridor, now Cesar Chavez
Blvd from Maple to Chestnut be APPROVED. The motion carried by the
following vote:

On motion of Chair McCoy, seconded by Commissioner Soto, to allocate
$300,000 to Frank H. Ball Park for the improvements in their restroom be
APPROVED. The motion carried by the following vote:

On motion of Vice Chair Dohlin, seconded by Chair McCoy, to have the
commission recommend that the $3 million for non-profit and other
community organizations be put aside to established the Dr. Francine Oputa
Fund to provide after school recreation and community services and work
force development programming as per our previous recommendation be
APPROVED. The motion carried by the following vote:

12.-B.ID 24-716 Hearing - PRAC Cultural Arts Subcommittee to present a list of
recommended grantees, award amounts, project titles and a brief summary
of the project location, scope, schedule and anticipated impact to PRAC
for review and acceptance of the list of recommended grantees.
The above hearing began at 7:59 PM.
The Fresno Arts Council presented the hearing.
Upon call, the following members of the public addressed the Commission:
Eric Payne, Elliott Balch, and Nora Monaco. Public comment period closed
at 8:23 P.M.

Commission discussion included: how cultural equity and inclusion is
assed, and the areas of the city served by the applicants; how to define
cultural arts; the difference from emerging and established organization;
additional funds for direct program costs; applicants applying for both a
project grant and organizational support grant; applicants applying for the
wrong bucket and redirection to the correct bucket; future assistance to
applicants regarding grants; clarification of tiered, ranking, and award
processes; diversity of the review panels; fiscal sponsors for applicants;
reasoning for disqualification of organizations, and the number of
organizations disqualified; subcommittees reviewing the dollar amounts
awarded and ranking; reasoning for disqualification of organization, and
subcommittees involvement in reviewing the dollar amounts awarded and
ranking.
On motion of Commissioner Singh, seconded by Vice Chair Dohlin, that the
recommending grantees as presented by Fresno Arts Council for "Emerging
Org. General Operating Support" be APPROVED. The motion carried by the
following vote:
Aye (6): Dohlin, Kucharski, Miller, Singh, Soto, Ward
No (2): McCoy, Leon-Barraza

On motion of Vice Chair Dohlin, seconded by Commissioner Ward, that the
recommending grantees as presented by Fresno Arts Council for "Emerging
Org. Project Specific Support" be APPROVED. The motion carried by the

The above hearing began at 9:00 P.M.
Upon call, the following member of the public addressed the Commission:
Casey Lamonski, and Lisa Flores. Public comment period closed at 9:03
PM.
There was no Commission discussion.

Chair McCoy adjourned the meeting in Memory of Dr. Francine Oputa, at
9:04 P.M.
