SECTION 205.007 RETURN OF DEPARTMENT ISSUED ITEMS
PURPOSE
The purpose of this policy is to ensure all items provided for official duties are properly
accounted for, maintained, and returned when no longer needed or upon separation
from City service to protect the Fresno Fire Department (FFD or Department) and City
of Fresno (City) assets, minimize loss, and ensure the efficient use of resources.
APPLICATION
This policy applies to all employees of the Department.
OPERATIONAL POLICY
Department Badges
Badges shall be issued for authorized positions to new employees or when an
employee is transferred and/or promoted. Employees shall obtain the new badge
within ten (10) days of assuming the new assignment.
Any employee who is authorized to have a badge issued to them, and either promotes
within the Department or separates in good standing after a minimum of five (5) years
will have the option to buy their official badge or badge set at current market value.
Any employee separating from City service “in lieu of termination” will not be eligible
to purchase any Department issued items.
Department Keys
Keys shall be issued to individuals approved by the Fire Chief or designee, as well as
to newly hired employees or those who transfer or are promoted to positions that
require regular access to the facility.
Identification Cards
All Department employees shall be issued a City of Fresno identification card. New
employees shall complete the new hire process and obtain an identification card

during the onboarding process. Newly promoted employees shall be issued a new
City of Fresno identification card for their new position.
Manufacture and Transfer of Badges, Keys, or Identification Cards
No person shall manufacture, make, sell, design, or transfer any official identification
card, key, or badge without the written authorization of the Fire Chief or designee.
Lost, Stolen, or Damaged Badges, Keys, or Identification Cards
Lost or stolen City of Fresno and/or Department badges, keys, or identification cards
must be reported immediately by the employee to their supervisor by completing a
Property Loss (FC-18) form within twenty-four (24) hours or as soon as practicable.
The employee whose Department issued items become lost or stolen must ensure
that a police report is filed immediately with the law enforcement agency having
jurisdiction where the loss or theft occurred. New Department items will be issued
only upon submission of the law enforcement agency report and Property Loss (FC-
18) form. Property that was reported as lost or stolen which is later found must be
promptly returned to the Department.
Damaged Department issued items must be returned for destruction before
reissuance.
Return of Badges, Keys, and Identification Cards
When an employee separates from City service, all Department issued items shall be
returned and remain the property of the City unless otherwise agreed upon.
Upon the return and surrender of any Department issued item, record shall be
submitted showing that such employee has returned said item.
When an employee is suspended or placed on administrative leave, all Department
issued items must be returned for the duration of the suspension or administrative
leave. At the request of the Fire Chief or designee, an employee suspended or placed
on administrative leave may be requested to return any other Department issued
items, including but not limited to Department issued electronics.
Supervisors shall ensure that employees under their command return Department
items upon separation. When all Department items have not been returned upon
separation of an employee that employee’s supervisor shall notify Fire Administration
to ensure appropriate action can be taken.

Retiring employees may be issued a new Department identification card upon request
which has the word “Retired” plainly shown on the face of the identification card.
Miscellaneous Department Issued Items
Upon separation from City service in good standing, an employee may request the
retention of any department issued item. A memorandum of approval must be signed
by the Fire Chief or designee.
OPERATIONAL GUIDELINE
Uniformed personnel should have their City of Fresno identification card in their
possession at all times while wearing the work or dress uniform.
All non-uniformed personnel should have their City of Fresno identification card in their
possession at all times while inside all Department and City facilities.
