Call to Order Chair McCoy called the meeting to order at 5:33 P.M. 2. 5:30 P.M. Roll Call Commissioner Kucharski arrived at 5:38 p.m Chair Kimberly McCoy, Commissioner Mona Cummings, Commissioner Kelly Kucharski, Commissioner Jose Barraza, Commissioner Laura E. Ward, and Commissioner Christina Soto Present 6 - Vice Chair Jon Dohlin, Commissioner Scott Miller, and Commissioner Harman Singh Absent 3 - 3. Approve Agenda On motion of Commissioner Barraza, seconded by Commissioner Cummings, the Agenda was APPROVED. The motion carried by the following vote: Aye:Chair McCoy, Commissioner Cummings, Commissioner Barraza, Commissioner Ward and Commissioner Soto 5 - Absent:Vice Chair Dohlin, Commissioner Kucharski, Commissioner Miller and Commissioner Singh 4 - 5. Approval of Minutes 5.-A.ID 24-350 Approval of the regular meeting minutes of February 26, 2024. On motion of Commissioner Cummings, seconded by Commissioner Barraza, the Minutes were APPROVED. The motion carried by the following vote: Aye:Chair McCoy, Commissioner Cummings, Commissioner Barraza, Commissioner Ward and Commissioner Soto 5 - Absent:Vice Chair Dohlin, Commissioner Kucharski, Commissioner Miller and Commissioner Singh 4 - 6. Discussion: Subcommittee Reports: 6-A. Cultural Arts Plan: Commissioner Ward reported the Measure"P" art grant applications are currently open and will close at 11:59 pm March 25, they can be found on the Fresno Arts Council website; there is a current open call for Measure "P" art grant review panel participants; the Fresno Arts Council is offering 30 minute in person technical assistance meetings for potential grant applicants. 6-B. Parks Master Plan: There was no update from the Parks Master Plan. Commissioner Barraza asked staff when the Parks Master Plan would be coming back to the commission. Members Reports and Comments COMMISSIONER BARRAZA REPORTS AND COMMENTS: invited the commission to attend the upcoming 10th year anniversary of the non profit he works for in southeast Fresno. COMMISSIONER CUMMINGS REPORTS AND COMMENTS: announced the upcoming volunteer tree planting event with the city of Fresno, Tree Fresno and California Climate investment Funding on the Willow Trail next to Fresno State. COMMISSIONER WARD REPORTS AND COMMENTS: attended the ribbon cutting for Trolley Park with Commissioner Miller; and acknowledged the PARCS Department. COMMISSIONER SOTO REPORTS AND COMMENTS: inquired about the application process for the selection committee for the art grants. CHAIR MCCOY REPORTS AND COMMENTS: asked staff if ribbon cuttings for new parks are being shared on social media. 8. City Administration and PARCS Staff Reports and Comments PARCS DIRECTOR AGUIRRE REPORTS AND COMMENTS: acknowledged commissioners Ward and Miller for attending the Trolley Park ribbon cutting; announced two technical workshops at Ted C. Willis for the new reservation system; announced a ribbon cutting at Pilibos Park; acknowledged the amount of traffic on the PARCS Departments social media for Easter. 9. Unscheduled Communication: Members of the public may address the Commission regarding items that are not listed on the agenda and within the subject matter jurisdiction of the Commission. Each person will have up to three (3) minutes to present. Upon call, no members of the public addressed the Commission. 10. Workshops: City of Fresno ***Subject to Mayoral Veto Page 3 March 18, 2024Parks, Recreation, and Arts Commission Meeting Minutes 10.-A.ID 24-398 Workshop to discuss Measure P expenditures as they relate to Category 5 of the Measure P Ordinance and mapping delineation of the San Joaquin River Parkway boundaries. The Public Works Department presented the workshop. Commission discussion included: collaboration between the conservancy and the trust; progress of the project; timeline for the executive director appointment; the Calwa Trail also known as the Francher Creek Trail in southeast Fresno and the funding; widening of Peach Avenue; Cesar Chavez Boulevard beautification; segment four and five of the Mid Town Trail on Clovis Avenue; homeless population along canals; and dedicated trail crew for the San Joaquin River Parkway. 11. Discussion Items: 11.-A.ID 24-352 Discussion regarding potential establishment of a San Joaquin River Conservancy Parkway subcommittee. (Chairperson McCoy) Commission discussion included: purpose and mission of the subcommittee and members; category 5 of Measure "P" funds and language of ordinance; participation of the conservancy in the subcommittee; subcommittees meeting structure and its active time period. On motion of Commissioner Soto, seconded by Commissioner Cummings, to bring back the above Action Item for consideration was APPROVED. The motion carried by the following vote: Aye:Chair McCoy, Commissioner Cummings, Commissioner Kucharski, Commissioner Barraza, Commissioner Ward and Commissioner Soto 6 - Absent:Vice Chair Dohlin, Commissioner Miller and Commissioner Singh 3 - 12. Hearings: 12.-A.ID 24-418 Hearing to adopt a resolution to establish the Highest needs Neighborhoods Committee, a subcommittee of the Parks, Recreation and Arts Commission; and define committee roles, responsibilities, and membership. (PARCS). The above hearing began at 6:33 P.M. Upon call, no members of the public addressed the Commission. Commission discussion included: how the data will be updated by staff; boundaries of the previous demarcation; process for establishing the highest needs; consultants such as WRT; conducting public community meetings at various locations, and advertising on social media; appointments of commissioner Soto, Chair McCoy, and Vice Chair Dohlin to the subcommittee. The above hearing ended at 6:43 P.M. RESOLUTION 2024-1 ADOPTED On motion of Commissioner Barraza, seconded by Commissioner Kucharski, that the above Action Item be APPROVED. The motion carried by the following vote: Aye:Chair McCoy, Commissioner Cummings, Commissioner Kucharski, Commissioner Barraza, Commissioner Ward and Commissioner Soto 6 - Absent:Vice Chair Dohlin, Commissioner Miller and Commissioner Singh 3 - 12.-B.ID 24-351 Hearing - Receive public input on allocations related to Measure P, updates to the Parks Master Plan and Cultural Arts Plan, and annual PARCS Department Budget and Capital Improvement Plans. The above hearing began at 6:43 P.M. Upon call, no members of the public addressed the Commission. There was no commission discussion on this item. The above hearing ended at 6:43 P.M 13.
