Call to Order Vice Chair Dohlin called the meeting to order at 5:36 P.M. 2. 5:30 P.M. Roll Call Chair McCoy arrived at 5:38 p.m Chair Kimberly McCoy, Vice Chair Jon Dohlin, Commissioner Mona Cummings, Commissioner Harman Singh, Commissioner Jose Barraza, Commissioner Kelly Kucharski, and Commissioner Laura E. Ward Present 7 - Commissioner Scott MillerAbsent1 - 3. Pledge of Allegiance Vice Chair Dohlin led the Pledge of Allegiance. 4. Approve Agenda On motion of Commissioner Cummings, seconded by Commissioner Singh,the AGENDA was APPROVED. Approval of Minutes 5.-A.ID 23-1652 Approval of the regular meeting minutes of November 6, 2023. On motion of Vice Chair Dohlin, seconded by Commissioner Cummings, the Minutes were APPROVED. The motion carried by the following vote: Aye:Chair McCoy, Vice Chair Dohlin, Commissioner Cummings, Commissioner Singh, Commissioner Barraza, Commissioner Kucharski and Commissioner Ward 7 - Absent:Commissioner Miller1 - 6. Discussion: Subcommittee Reports: 6-A. Cultural Arts Plan: Commissioner Ward reported the guidelines were approved by the City Council. 6-B. Parks Master Plan: Commissioner Cummings reported the subcommittee met and discussed chapters 8 and 9 and urban greening. 7. Members Reports and Comments COMMISSIONER BARRAZA REPORTS AND COMMENTS: expressed excitement that Pilibos Park now has green grass; announced the Southease Fresno Economic Development Association (SEFCEDA, Inc.) has almost finished planting trees at the, Mosqueda Center, Willow & Balch Park, Al Radka Park, and the irrigation systems are close to completion. COMMISSIONER CUMMINGS REPORTS AND COMMENTS: announced the first Valley Air District AB617 funded South Central Fresno adopt a tree City of Fresno ***Subject to Mayoral Veto Page 2 November 20, 2023Parks, Recreation, and Arts Commission Meeting Minutes planting; Central California Environmental Justice Network is eager to work with leaders and community groups to plant 12,000 trees over three years. 8. City Administration and PARCS Staff Reports and Comments ASSISTANT PARCS DIRECTOR CHINEVERE REPORTS AND COMMENTS: announced the senior center outreach events held, and future pop up events; the Milburn Overlook Rehabilitation Project; the Parks programming activities; and Cultural Arts Plan adopted as amended by the City Council. 9. Unscheduled Communication: Members of the public may address the Commission regarding items that are not listed on the agenda and within the subject matter jurisdiction of the Commission. Each person will have up to three (3) minutes to present. Upon call, no members of the public addressed the Commission. 10. Workshops: 11. Discussion Items: 12. Hearings: 12.-A.ID 23-1649 Hearing - Receive public input on allocations related to Measure P, updates to the Parks Master Plan and Cultural Arts Plan, and annual PARCS Department Budget and Capital Improvement Plans. The above hearing began at 5:48 P.M. Upon call, no members of the public addressed the commission. Commission discussion included: the Cultural Arts Plan public proposal schedule. The above hearing ended at 5:50 P.M. 12.-B.ID 23-1690 Hearing - Actions pertaining to the Parks, After School, Recreation, and Community Services (PARCS) Department's FY 2025 Budget Build as it relates to capital projects; after school, recreation, and community services programs; and trails, beautification, and the San Joaquin River Parkway 1.Presentation - Overview of the FY 2025 budget build process. City of Fresno ***Subject to Mayoral Veto Page 3 November 20, 2023Parks, Recreation, and Arts Commission Meeting Minutes 2.Receive public input on expenditures related to the PARCS Department's FY 2025 budget. 3.Action - Make recommendations to the City Council for adoption of expenditures in connection to the PARCS Department's FY 2025 budget (PARCS). The above hearing began at 5:50 P.M. The PARCS department presented the hearing. Upon call, Trisha Baeza addressed the commission. There were no other comments from the public. Commission discussion included: the adopt a park program; resources through donations and contributions outside of Measure "P" by those who adopt a park; the love a park program; the arts fund; guidelines for establishing a method for the public to access Measure "P" funding; Commissioner Cummings motion made on November 6, 2023; forming a sub committee. On Motion of Commissioner Kucharski to APPROVE an amount not to exceed two hundred fifty thousand dollars ($250,000) for the PARCS Department develop an Adopt a Park Program, seconded by Commissioner Singh, the motion FAILED by the following vote: Ayes: 3 - Commissioner Barraza, Commissioner Kucharski, and Commissioner Ward Noes: 5 - Chair McCoy, Vice Chair Dohlin, Commissioner Cummings, and Commissioner Singh Absent: 1 - Commissioner Miller On Motion of Commissioner Kucharski to APPROVE an amount not to exceed three hundred fifty thousand dollars ($350,000) to begin assessment and development of long-term implementation strategies that positively impact land, air, and water conservation, seconded by Vice Chair Dohlin, City of Fresno ***Subject to Mayoral Veto Page 4 November 20, 2023Parks, Recreation, and Arts Commission Meeting Minutes the motion carried by the following vote: Ayes: 6 - Vice Chair Dohlin, Commissioner Cummings, Commissioner Singh, Commissioner Barraza, Commissioner Kucharski, and Commissioner Ward Noes: 1 - Chair McCoy Absent: 1 - Commissioner Miller On Motion of Vice Chair Dohlin to APPROVE Three million dollars ($3,000,000) for non-profits and other community organizations to establish the Dr. Francine Oputa fund to provide after school recreation and community services and workforce development programming through our parks system so they may apply for Measure "P" grant support, with City Council recommendation that guidelines be provided by this Commission for City Council consideration and adoption, seconded by Commissioner Cummings, the motion carried by the following vote: Ayes: 8 - Chair McCoy, Vice Chair Dohlin, Commissioner Cummings, Commissioner Singh, Commissioner Barraza, Commissioner Kucharski, and Commissioner Ward Absent: 1 - Commissioner Miller The above hearing ended at 6:29 P.M. 13. Adjournment Chair McCoy adjourned the meeting in Memory of Dr. Francine Oputa, at 6:29 P.M. The above minutes were approved by unanimous vote of the Parks, Recreation, and Arts Commission during the December 18, 2023, regular meeting with Commissioner's Dohlin, Miller and Singh absent.
