Regular Meeting
The Parks, Recreation and Arts Commission (PRAC) met in regular session in the
Council Chamber at Fresno City Hall on the date and time above written.
1. Call to Order
Chair McCoy called the meeting to order at 5:36 P.M.

4. Approve Agenda
On motion of Vice Chair Dohlin, seconded by Commissioner Miller,the

5. Approval of Minutes
5.-A.ID 23-1571 Approval of the regular meeting minutes of October 16, 2023.
On motion of Commissioner Miller, seconded by Vice Chair Dohlin,
that the above MINUTES were APPROVED. The motion carried by the
following vote:

6. Discussion: Subcommittee Reports:
6-A. Cultural Arts Plan:
Commissioner Ward Comments: The Art Grant guidelines will be presented
to council 11/2/2023.
6-B. Parks Master Plan:
Commissioner Cummings Comments: Last week the subcommittee met to
discuss chapters 2, 7 & 4 from the Master Plan, and are on track for the next
meeting to review a couple more chapters.
7. Members Reports and Comments
COMMISSIONER BARRAZA REPORTS AND COMMENTS: Announced
there will be a tree planting day with the PARCS Department staff the next
two weekends.
COMMISSIONER CUMMINGS REPORTS AND COMMENTS: Announced
there was a tree planting event with Tree Fresno, Public Works Department,
and the PARCS Department at Almy Park last Friday.

8. City Administration and PARCS Staff Reports and Comments
DEPUTY CITY MANAGER RUIZ REPORTS AND COMMENTS:
Encouraged the commission and the public to revisit their notes from the
last budget hearing session in June so the commission can make
recommendations.
ASSISTANT PARCS DIRECTOR CHINEVERE REPORTS AND
COMMENTS: Thanked Tree Fresno and SEFCEDA for supporting the tree
planting events; announced Halloween and harvest festival events city wide
and thanked PARCS staff for putting on the 24 events; Cultural Arts Plan
will be at council Thursday; mentioned the community engagement meeting
at Al Radka Dog Park last Tuesday and new construction; and announced
upcoming events for the senior centers.
9. Unscheduled Communication: Members of the public may address the
Commission regarding items that are not listed on the agenda and within the subject
matter jurisdiction of the Commission. Each person will have up to three (3) minutes
to present.
Upon call, Sarah Parkes addressed the Commission. There were no other
comments from the public.
10. Workshops:
10.-A.ID 23-1579 Workshop - Scheduled Workshop for Commission comments and
suggestions relating to the Park Ranger Program (Fresno Police
Department).
The Police department presented the workshop.
Commission discussion on this item included: Park Ranger uniforms; the
investment in public safety at the parks; police involvement in the design in
new parks; cultural awareness and training; Park Rangers transitioning into
police officers; how Park Rangers are dispatched; Park Ranger's salaries;
Park Rangers recommendations for improvements; Park Rangers
engagement, involvement, and mentorship to the public.

Recreation, and Community Services Programs to inform the FY 2025

The PARCS department presented the workshop.
Commission discussion on this item included: job training programs and
career development; partnership with Fresno Unified School District, state
and federal agencies; job fairs; involvement of participants and staff in the
programs; meal programs; different youth sports offered; the PARCS
Department Programs and activities; The Sierra Resource Conservation
District; the adaptive recreation at Inspiration Park; mobile science bus and
science program; Reading and Beyond; CBO's at Sunset Center; and
current attendance and participation in after school programs.

12.-A.ID 23-1581 Hearing - Actions pertaining to the Parks, After School, Recreation, and
Community Services (PARCS) Department's FY 2025 Budget Build as it
relates to capital projects; after school, recreation, and community services
programs; and trails, beautification, and the San Joaquin River Parkway
1.Presentation - Overview of the FY 2025 budget build process.
2.Receive public input on expenditures related to the PARCS
Department's FY 2025 budget.
3.Action - Make recommendations to the City Council for adoption of
expenditures in connection to the PARCS Department's FY 2025
budget (PARCS).
The above hearing began at 6:57 P.M.
The PARCS department presented the hearing.
Upon call, no members of the public addressed the commission.
Commission discussion included: public input for allocation or
recommendations regarding Measure "P"; apprising the public of available
funds; process for CBO's to apply for grants; Measure "P" tax allocation;
commission recommendations; .75% of funds ordinance for administrative
implementation, and the translation of materials for the public; one million
dollar motion the commission made to council last year, and the input from

council on the recommendation.
The above hearing ended at 7:17 P.M.
12.-B.ID 23-1573 Hearing - Receive public input on allocations related to Measure P,
updates to the Parks Master Plan and Cultural Arts Plan, and annual
PARCS Department Budget and Capital Improvement Plans.
The above hearing was called to order at 7:17 P.M.
Upon call, no members of the public addressed the commission.
The above hearing ended at 7:18 P.M.
13. Adjournment
Chair McCoy adjourned the meeting in Memory of Dr. Francine Oputa, at
7:18 P.M.
The above minutes were approved by unanimous vote of the Parks, Recreation, and
Arts Commission during the November 6, 2023, regular meeting with Commissioner
Barraza absent.
