Call to Order Chair McCoy called the meeting to order at 5:30 P.M 2. 5:30 P.M. Roll Call Commissioner Dohlin and Commissioner Kucharski were absent. Chair Kimberly McCoy, Commissioner Mona Cummings, Commissioner Francine Oputa, Commissioner Scott Miller, Commissioner Harman Singh, and Commissioner Jose Barraza Present 6 - Vice Chair Jon Dohlin, and Commissioner Kelly KucharskiAbsent2 - 3. Approve Agenda On motion of Commissioner Cummings, seconded by Commissioner Singh, the Agenda be ADOPTED. Unscheduled Communication: Members of the public may address the Commission regarding items that are not listed on the agenda and within the subject matter jurisdiction of the Commission. Each person will have up to three (3) minutes to present. Upon call, no member of the public addressed the Commission with unscheduled communication. 5. Hearings: 5.-A.ID 23-943 HEARING - To Adopt the Fiscal Year 2024 Parks, After School, Recreation and Community Services (PARCS) Department, Public Works (PW) Department, and Department of Public Utilities (DPU) Measure P Budget Recommendations for City Council’s Consideration. (PARCS, PW, DPU) The above hearing began at 5:32 P.M. Upon call, Lisa Flores addressed the Commission. Parks Director Aguirre, Beautify Fresno Director Standriff, Public Works Director Mozier presented the hearing. Commission discussion on this item included: community outreach marketing options for neighborhood cleanup events; marketing approaches towards community engagement to ensure that the message of Beautify Fresno reaches all residents and inspires them to take pride in their neighborhoods; amount of trash collected during these events; million-pound challenge for trash collection; Love a Park program (formerly Adopt-a-Park program); strategies addressing factors such as homeless encampments; graffiti issues maintained by Caltrans, city strategy to reduce trash and maintain cleanliness; allocation of funds from Measure P for the beautification efforts; frequency and plans to increase clean-ups of specific areas, hotspots, and on business owners, potential increase in Code Enforcement fines to encourage compliance from business and property owners; Preventative measures for addressing trash accumulation, such as installing and maintaining public trash cans; allocation of funds for trails, maintenance, and beautification projects; capital improvement projects such as the Southwest Fresno Green Trails, Barstow Class 4 protected bike lanes, ATP Trail Urban Greening, and San Joaquin River Parkway City of Fresno ***Subject to Mayoral Veto Page 2 June 6, 2023Parks, Recreation, and Arts Commission Meeting Minutes maintenance and improvement projects; walking and biking trails; placement of trash cans in the parks and trails; park rangers. Commissioner Singh motioned to Change the proposed pickleball court at Roeding to a multi-surface court that allows for tennis, futsal, basketball, pickleball, and volleyball. Commissioner McCoy Seconded the motion which PASSED 6-0 by the following vote: Aye (6): McCoy, Oputa, Miller, Cummings, Singh, Barraza No (0): Absent (2): Dohlin, Kucharski Commissioner Singh motioned to Change the proposed pickleball courts at Vinland and Rotary East to multi-surface/multi-use courts that allow for Futsal, volleyball, pickleball, tennis, basketball, and potentially other sports. Commissioner McCoy Seconded the motion which PASSED 6-0 by the following vote: Aye (6): McCoy, Oputa, Miller, Cummings, Singh, Barraza No (0): Absent (2): Dohlin, Kucharski Commissioner Miller motioned to recommend City Council adoption of the fiscal year 2024 Parks after school recreation community service department measure P budget for council's consideration. To recommend City Council adoption of the fiscal year 2024 Public Works department measure P budget recommendations for City Council's consideration. To recommend City Council adoption of the fiscal year 2024 Department of Public Utilities measure P budget recommendations for City Council's consideration. Commissioner Cummings Seconded the motion which PASSED 4-2 by the following vote: Aye (4): Oputa, Miller, Cummings, Barraza No (2): McCoy, Singh Absent (2): Dohlin, Kucharski The above hearing ended at 7:21 P.M. 6.
