Regular Meeting
The Parks, Recreation and Arts Commission (PRAC) met in regular session in the
Council Chamber at Fresno City Hall and remotely via Zoom, on the date and time
above written.
1. Call to Order
Chair McCoy called the meeting to order at 5:32 P.M.
2. 5:32 P.M. Roll Call
Commissioner Singh and Commissioner Miller were absent during roll call
but joined the meeting at 5:33 P.M.
3. Pledge of Allegiance
Chair McCoy led the Pledge of Allegiance.
4. Approve Agenda
On motion of Commissioner Cummings, seconded by Vice Chair
Dohlin, the agenda was APPROVED. The motion carried by the
following vote:

5. Approval of Minutes
5-A.ID 23-70 Approval of the regular meeting minutes of December 19, 2022.
On motion of Commissioner Cummings, seconded by Commissioner
Parkes, the minutes were APPROVED. The motion carried by the
following vote:

6. Discussion: Subcommittee Reports:
6-A. Cultural Arts Plan:
There was no update from the Cultural Arts Plan Subcommittee.
6-B. Parks Master Plan:
Vice Chair Dohlin reported the Parks Master Plan Subcommittee was
scheduled to meet later in the week.
6-C. Outreach Committee:
There was no update from the Outreach Subcommittee.
7. Members Reports and Comments
Vice Chair Dohlin Comments. The Fresno Chaffee Zoo holiday lights event
would run through the Lunar New Year.
Commissioner Oputa Comments. In response to a previous request, the
PARCS Department provided the Commissioners with a memorandum

regarding the Sunset Center.
Commissioner Parkes Comments. The PARCS Department should
consider presenting the Measure "P" annual audit to the Commission before
presenting it to the Fresno City Council.
Chair McCoy Comments. Recognized the meeting as the first meeting of
the new year.
8. City Administration and PARCS Staff Reports and Comments
PARCS Director Aguirre Comments. A memo was provided to the
Commissioners regarding the agreement between the Fresno Economic
Opportunities Commission, Street Saints, and the City of Fresno for
community services at the Sunset Center. As of January 9, 2023, the City of
Fresno activated four storm relief centers that would operate 24 hours a day
through January 15, 2023. The storm centers included transportation,
meals, cots and blankets for those needing shelter from the rain.
9. Unscheduled Communication: Members of the public may address the
Commission regarding items that are not listed on the agenda and within the subject
matter jurisdiction of the Commission. Each person will have up to three (3) minutes
to present.
Upon call, no member of the public addressed the Commission with
unscheduled communication.

12-A.ID 23-71 Hearing - Receive public input on allocations related to Measure P, updates to
the Parks Master Plan and Cultural Arts Plan, and annual PARCS Department
Budget and Capital Improvement Plans. (PARCS)
The above hearing began at 5:43 P.M.
Upon call, Alexandra Kube addressed the Commission.

In response to a request for an update, Assistant PARCS Director Ramirez
provided the status of the Cultural Arts Plan (CAP). The CAP was being
drafted and should be before the Commission and the Fresno City Council
sometime during the summer. Grant program guidelines would follow
adoption of the CAP.
13. Adjournment
Chair McCoy recognized the hard work of PARCS Department staff and
adjourned the meeting at 5:46 P.M.
The above minutes were approved by unanimous vote of the Parks, Recreation, and
Arts Commission during the January 23, 2023, regular meeting with Commissioner
Parkes absent.
