Regular Meeting
The Parks, Recreation and Arts Commission (PRAC) met in regular session in the
Council Chamber at Fresno City Hall and remotely via Zoom, on December 5, 2022, at
5:30 P.M.
1. Call to Order
Commission Secretary Stermer called the meeting to order at 5:34 P.M.
2. 5:35 P.M. Roll Call
Commissioner Scott Miller, Commissioner Mona Cummings,
Commissioner Harman Singh, Commissioner Jose Barraza,
and Commissioner Sarah Parkes

Chair Kimberly McCoy, Vice Chair Jon Dohlin, Commissioner
Maiyer Vang, and Commissioner Francine Oputa
Absent 4 -
Following roll call, Commission Secretary Stermer asked if there was a motion to
designate one of the Commissioners to run the meeting in the absence of the Chair and
Vice Chair. Commissioner Barraza motioned that Commissioner Cummings run the
meeting. Commissioner Parkes seconded the motion which PASSED 5-0 by the
following vote:

3. Pledge of Allegiance
Commissioner Cummings led the Pledge of Allegiance.
4. Approve Agenda
On motion of Commissioner Parkes, seconded by Commissioner
Miller, the Agenda was APPROVED. The motion carried by the
following vote:

Commissioner Parkes

5. Approval of Minutes
5-A.ID 22-1838 Approval of the regular meeting minutes of November 21, 2022.
On motion of Commissioner Barraza, seconded by Commissioner
Miller, the Minutes were APPROVED. The motion carried by the
following vote:
Aye:Commissioner Miller, Commissioner Cummings,
Commissioner Singh, Commissioner Barraza and
Commissioner Parkes

6. Discussion: Subcommittee Reports:
6-A. Cultural Arts Plan:
Commissioner Parkes reported the Cultural Arts Plan Subcommittee had
met with the consultant and there would be an update to the entire
Commission at the next meeting scheduled for December 19, 2022.
6-B. Parks Master Plan:
Commissioner Barraza reported the Parks Master Plan Subcommittee had
received information regarding the third chapter of the Parks Master Plan.

Assistant Direct Ramirez noted that chapters two and three would be
handled simultaneously and another meeting would be scheduled soon.
6-C. Outreach Committee:
There was no update from the Outreach Subcommittee.
7. Members Reports and Comments
Commissioner Barraza Comments. Additional details had been provided to
the City Attorney's Office and Commissioner Barraza was informed he had
no conflict with the 49 Acre Park.
8. City Administration and PARCS Staff Reports and Comments
PARCS Director Aguirre Comments. The four warming centers were
activated for the first time this year on December 1. Attendance was on the
low side, but increases are expected as people become familiar with the
locations and transportation services. In response to questions, it was
clarified that the centers are activated only by temperature and not by rain.
Community centers were open during business hours if people needed to
escape the rain.
PARCS Assistant Director Ramirez Comments. The next Senior Dance
would be held December 17 at the Senior Citizens Village. The PARCS
Department has several events scheduled for December and additional
information could be found on the PARCS Department website.
9. Unscheduled Communication: Members of the public may address the
Commission regarding items that are not listed on the agenda and within the subject
matter jurisdiction of the Commission. Each person will have up to three (3) minutes
to present.
Upon call for unscheduled communication, K.C. Rutiaga addressed the
Commission.

12-A.ID 22-1839 Hearing - Receive public input on allocations related to Measure P, updates to
the Parks Master Plan and Cultural Arts Plan, and annual PARCS Department
Budget and Capital Improvement Plans. (PARCS)
The above hearing began at 5:58 P.M.
Upon call the following people addressed the Commission: K.C. Rutiaga
and Keith Seaman.
The hearing was closed at 6:04 P.M.
Commissioner discussion on this item included: whether Measure "P"
funding was or would be allocated to the Veterans Memorial Auditorium; the
ability for the Commission to make future recommendations with regards to
the Veterans Memorial Auditorium; the timing of the draft Cultural Arts
Master Plan and the ability to make cultural arts recommendations.
13. Adjournment
Commissioner Cummings adjourned the meeting at 6:08 P.M.
The above minutes were approved during the December 19, 2022, regular meeting of
the Parks, Recreation and Arts Commission by the following vote:
Aye (6): Parkes, Barraza, Singh, Cummings, Vang, Oputa
No (0): -
Abstain (1): Oputa
