Call to Order Chair McCoy called the meeting to order at 5:30 P.M. 2. 5:30 P.M. Roll Call Commissioners Miller and Vang were absent during roll call but jointed the meeting at 5:36 P.M. Chair Kimberly McCoy, Vice Chair Jon Dohlin, Commissioner Maiyer Vang, Commissioner Francine Oputa, Commissioner Scott Miller, Commissioner Mona Cummings, Commissioner Harman Singh, Commissioner Jose Barraza, and Commissioner Sarah Parkes Present 9 - 3. Pledge of Allegiance Chair McCoy led the Pledge of Allegiance. 4. Approve Agenda On motion of Commissioner Cummings, seconded by Vice Chair Dohlin, the Agenda was APPROVED. The motion carried by the following vote: Aye:Chair McCoy, Vice Chair Dohlin, Commissioner Oputa, Commissioner Cummings, Commissioner Singh, Commissioner Barraza and Commissioner Parkes 7 - Absent:Commissioner Vang and Commissioner Miller2 - 5. Approval of Minutes 5-A.ID 22-1724 Approval of the regular meeting minutes of October 17, 2022. On motion of Commissioner Parkes, seconded by Commissioner Barraza, the Minutes were APPROVED. Discussion: Subcommittee Reports: 6-A. Cultural Arts Plan: Commissioner Parkes reported the final virtual Cultural Arts Plan community meeting was scheduled for November 8, 2022, at 6:00 P.M. The youth oriented Cultural Arts Plan community meeting was scheduled for November 9, 2022, at the Ted C. Wills Community Center at 4:30 P.M. 6-B. Parks Master Plan: Commissioner Barraza reported the Parks Master Plan Subcommittee had an informative meeting with City Staff regarding the beginning of the Master Plan process. 6-C. Outreach Committee: There was no update from the Outreach Subcommittee. 7. Members Reports and Comments Commissioner Barraza Comments. The Cultural Arts Plan community meeting at Roosevelt High School was an enjoyable event that made it easy for the public to express their preferences. The Southeast Fresno Community Economic Development Association's 9th Annual Awards Luncheon was scheduled for November 16, 2022, and would recognize the contributions of leaders in the community. Commissioner Cummings Comments. The WRT stakeholder meetings for Frank H. Ball, Dickey Playground, Romain Park and Holmes Park were a success and a great opportunity to discuss neighborhood park improvements. Commissioner Parkes Comments. Acknowledged the hard work of the PARCS Department staff on the Cultural Arts Plan community meetings City of Fresno ***Subject to Mayoral Veto Page 3 November 7, 2022Parks, Recreation, and Arts Commission Meeting Minutes which garnered incredible public participation and feedback. Commissioner Singh Comments. The Jakara Movement will be holding a community fair and 5K walk at Jaswant Singh Khalra Park on November 12, 2022. The event will include a resource fair, free food, games and entertainment. Chair McCoy Comments. Everyone should make their voices heard by voting. 8. City Administration and PARCS Staff Reports and Comments PARCS Director Aguirre Comments. Attendance at the Cultural Arts Plan community meetings has been great and will result in a good plan. 9. Unscheduled Communication: Members of the public may address the Commission regarding items that are not listed on the agenda and within the subject matter jurisdiction of the Commission. Each person will have up to three (3) minutes to present. Upon call, the following members of the public addressed the Commission during unscheduled communication: Sylvesta Hall, Hersie Stovall and Michaelynn Lewis. 10. Workshops: 11. Discussion Items: 12. Hearings: 12-A.ID 22-1725 Hearing - Receive public input on allocations related to Measure P, updates to the Parks Master Plan and Cultural Arts Plan, and annual PARCS Department Budget and Capital Improvement Plans. (PARCS) The above hearing began at 5:54 P.M. Upon call the following people addressed the Commission: Sylvesta Hall and Michaelynn Lewis. The hearing was closed at 6:00 P.M. City of Fresno ***Subject to Mayoral Veto Page 4 November 7, 2022Parks, Recreation, and Arts Commission Meeting Minutes Commissioner discussion on this item included: the process for making additional motions; how multi-year projects are prioritized; the process for approving the Cultural Arts Plan and when allocation recommendations can be made for the arts; the park in the West Creek Village Development; and strategic planning for the care and removal of large trees at Roeding Park. Commissioner Vang made a motion to allow free parking for seniors at parks during national holidays. The motion was withdrawn following the request for additional information by the other Commissioners. Commissioner Singh noted, for the record, that he would bring a proposal to fund a cricket field at the next meeting. 13. Adjournment Chair McCoy adjourned the meeting at 6:17 P.M. The above minutes were approved by unanimous vote of the Parks, Recreation, and Arts Commission during the November 21, 2022, regular meeting with Commissioner Vang and Vice Chair Dohlin absent.
