Call to Order Chair McCoy called the meeting to order at 5:35 P.M. 2. 5:30 P.M. Roll Call Commissioner Vang was absent during roll call and joined the meeting at 5:36 P.M. Chair Kimberly McCoy, Commissioner Maiyer Vang, Commissioner Francine Oputa, Commissioner Scott Miller, Commissioner Mona Cummings, Commissioner Jose Barraza, and Commissioner Sarah Parkes Present 7 - Vice Chair Jon Dohlin, and Commissioner Harman SinghAbsent2 - 3. Pledge of Allegiance Pledge of Allegiance was led by Chair McCoy. 4. Approve Agenda City Clerk Stermer announced item 5-A (ID 22-1155) regarding approval of the minutes from July 11, 2022, was removed from the agenda and tabled to August 1, 2022. AGENDA APPROVED AS AMENDED On motion of Chair McCoy, seconded by Commissioner Parkes, the above agenda was APPROVED AS AMENDED. The motion carried by the following vote: Aye:Chair McCoy, Commissioner Vang, Commissioner Oputa, Commissioner Miller, Commissioner Cummings, Commissioner Barraza and Commissioner Parkes 7 - Absent:Vice Chair Dohlin and Commissioner Singh2 - 5. Approval of Minutes 5.-A.ID 22-1155 Approval of Minutes for July 11, 2022, Regular Meeting. The above item was removed from the agenda and tabled to August 1, 2022. 6. Discussion: Subcommittee Reports: City of Fresno ***Subject to Mayoral Veto Page 2 July 18, 2022Parks, Recreation, and Arts Commission Meeting Minutes - Final a. Cultural Arts Plan: b. Parks Master Plan: Commissioner Cummings reported staff was working on the WRT and defining a proposed scope for the Parks Master Plan amendment. Upon conclusion of that work, staff will report to the subcommittee to solicit feedback for the next steps. Commissioner Barraza expressed concerns with the progress of the Parks Master Plan. He requested staff meet with the subcommittee to provide a timetable and implementation status beyond what was reported by Commissioner Cummings. Chair McCoy announced there was no report from the Outreach Subcommittee. She also stated she would reach out to Commissioners Oputa and Singh to discuss the outreach plan and how to move forward. 7. Members Reports and Comments Commissioner Parkes requested a workshop with an update on the status of funded Measure P projects. PARCS Assistant Director Ramirez noted a capital update would be provided sometime after the August 15, 2022, meeting and would include the status of projects. Commissioner Oputa requested an item be on the agenda to discuss a participatory budget process. Chair McCoy suggested the Outreach Subcommittee could discuss how to incorporate a participatory budget process. 8. City Administration and PARCS Staff Reports and Comments Assistant City Manager Miller recognized July as "National Park and Recreation Month" and the busiest time of year for the PARCS Department. She spoke briefly on Camp Fresno, Splash Pads, Day Camps, the Senior Fitness Program, and the upcoming Council request to add seven additional positions to PARCS Department for the seven centers serving seniors. M. to 7:00 P.M. whenever temperatures reach 105 degrees or higher. 9. Unscheduled Communication: Members of the public may address the Commission regarding items that are not listed on the agenda and within the subject matter jurisdiction of the Commission. Each person will have up to three (3) minutes to present. Upon call, there was no public comment. 10. Workshops: There were no workshops on the agenda. 11. Discussion Items: There were no discussion items on the agenda. 12. Hearings: 12.-A.ID 22-1156 Hearing - Receive public input on allocations related to Measure P and the annual PARCS Department Budget and Capital Improvement Plans.
