Call to Order Chair McCoy called the meeting to order at 5:32 P.M. 2. 5:30 P.M. Roll Call Commissioner Vang joined the meeting shortly after roll call and Commissioner Singh joined the meeting at 5:37 P.M. Chair Kimberly McCoy, Vice Chair Jon Dohlin, Commissioner Maiyer Vang, Commissioner Francine Oputa, Commissioner Scott Miller, Commissioner Mona Cummings, Commissioner Harman Singh, Commissioner Jose Barraza, and Commissioner Sarah Parkes Present 9 - 3. Pledge of Allegiance Pledge of Allegiance was led by Chair McCoy. 4. Approve Agenda AGENDA APPROVED On motion of Commissioner Oputa, seconded by Vice Chair Dohlin, that the agenda be APPROVED. The motion carried by the following vote: Aye:Chair McCoy, Vice Chair Dohlin, Commissioner Vang, Commissioner Oputa, Commissioner Miller, Commissioner Cummings, Commissioner Barraza and Commissioner Parkes 8 - Absent:Commissioner Singh1 - 5. Approval of Minutes 5-A.ID 22-1123 Approval of Minutes for June 6, 2022, Regular Meeting, and June 27, 2022, Special Meeting. Commissioner Oputa requested the following clarifications to her comments on the June 27, 2022, minutes under Member Reports and Comments: her FY 2023 Budget concerns were with the budget process and not with the votes; her comments on the raising of the Pride Flag were words of appreciation to the Mayor and City of Fresno for raising the flag. City of Fresno ***Subject to Mayoral Veto Page 2 July 11, 2022Parks, Recreation, and Arts Commission Meeting Minutes - Final Commissioner Barraza requested the minutes of June 6, 2022, be amended under item 12-B (File ID 22-935), to reflect the following: city staff presented no adequate documentation that the budget met the requirements of the Measure P ordinance, and that no less than 50% of the Measure P funding, under certain categories, met the requirement of the highest needs neighborhood definition as approved by the City Council. He noted Commissioners have the duty to ensure compliance with Measure P and this addition to the minutes would explain the motion not to support the budget. Commissioner Parkes requested a clarification to her comments under Subcommittee Reports on the June 27, 2022, minutes as follows: the entire Cultural Arts Subcommittee met with staff to discuss the draft of the timeline for the Cultural Arts Plan, not just Commissioner Parkes. On motion of Vice Chair Dohlin, seconded by Chair McCoy, that the above minutes be APPROVED AS AMENDED with the clarifications and amendments by Commissioners Oputa, Barraza and Parkes. The motion carried by the following vote: Aye:Chair McCoy, Vice Chair Dohlin, Commissioner Vang, Commissioner Oputa, Commissioner Miller, Commissioner Cummings, Commissioner Singh, Commissioner Barraza and Commissioner Parkes 9 - 6. Discussion: Subcommittee Reports: a. Cultural Arts Plan: b. Parks Master Plan: There were no subcommittee report updates provided to the Commission. 7. Members Reports and Comments Commissioner Vang spoke regarding the success and positive feedback for Camp Fresno. Commissioner Parkes spoke briefly about the PARCs Facebook page and appreciated the information being shared with the public. City of Fresno ***Subject to Mayoral Veto Page 3 July 11, 2022Parks, Recreation, and Arts Commission Meeting Minutes - Final Chair McCoy announced July 8, 2022, was her last day with Building Healthy Communities as she accepted a position as a Policy Advocate for Central California Asthma Collaborative. 8. City Administration and PARCS Staff Reports and Comments PARCs Director Aguirre spoke regarding Camp Fresno's one day camp and three day overnight camp. He discussed the success of the youth swim lessons, the opening of cooling centers and the availability of ice cold water at the centers. PARCs Assistant Director Ramirez announced the city partnered with Fresno Unified and swim lessons were extended to Bullard and Sunnyside High Schools. She also announced the Science Camps at the Highway City Community Center. 9. Unscheduled Communication: Members of the public may address the Commission regarding items that are not listed on the agenda and within the subject matter jurisdiction of the Commission. Each person will have up to three (3) minutes to present. Upon call, the following member of the public addressed the Commission: Brandi Nuse-Villegas. 10. Workshop: There were no workshop items on the agenda. 11. Hearings: 11-A.ID 22-1125 Hearing - To establish the Outreach Committee, a subcommittee of the Parks, Recreation, and Arts Commission, and define committee roles, responsibilities, and membership. (Commissioner Parkes) The above item was introduced to the Commission by Commissioner Parkes. She spoke on the importance and benefits of forming an ad-hoc subcommittee for outreach. Assistant City Attorney Badhesha briefly spoke on establishing ad-hoc committees and the authority to do so. City Clerk Todd Stermer spoke on this item and noted the City Clerk’s office could arrange translation services when requested at least 72 hours prior to the City of Fresno ***Subject to Mayoral Veto Page 4 July 11, 2022Parks, Recreation, and Arts Commission Meeting Minutes - Final meeting. Upon call, the following members of the public address the commission: Brandi Nuse-Villegas and Lisa Flores. Commissioner Barraza expressed interest in joining the subcommittee and felt his ability to speak Spanish would benefit the group. Discussion on this topic included: the structure of the subcommittee and what it would be allowed to do; having the subcommittee review current outreach processes and making recommendations; potentially allowing the subcommittee to hold hearings for members of the public to discuss outreach; language barriers; the potential for duplication of effort with the Master Plan and Cultural Arts Plan subcommittees, and; the possibility of sending post cards to community members interested in updates. Following the vote, Chair McMoy appointed Commissioner Oputa, Commissioner Singh, and herself as members to the Outreach Subcommittee. Commissioner Oputa motioned to create an ad-hoc committee to work with City staff to review current outreach practices, gather information from constituents and community leaders regarding outreach methods, and make recommendations for an updated and improved outreach process for the Commissions work. The motion was seconded by Commissioner Cummings and APPROVED by the following vote: Aye:Chair McCoy, Vice Chair Dohlin, Commissioner Vang, Commissioner Oputa, Commissioner Miller, Commissioner Cummings, Commissioner Singh, Commissioner Barraza and Commissioner Parkes 9 - 11-B.ID 22-1124 Hearing - Receive public input on allocations related to Measure P and the annual PARCS Department Budget and Capital Improvement Plans. (PARCS) Upon call, the following members of the public addressed the commission: Brandi Nuse-Villegas and Pedro Navarro Cruz. City of Fresno ***Subject to Mayoral Veto Page 5 July 11, 2022Parks, Recreation, and Arts Commission Meeting Minutes - Final 11-C.ID 22-1102 Elect Chair and Vice Chair for Fiscal Year 2022/2023 Upon call, there was no public comment. Chair McCoy nominated Commissioner Oputa as Vice Chair. The Commissioner respectfully declined the nomination. Commissioner Oputa motioned to nominate Commissioner Dohlin as Vice Chair. Commissioner Cummings seconded the motion which PASSED 9-0 by the following vote: Aye: 9 - Chair McCoy, Vice Chair Dohlin, Commissioner Vang, Commissioner Oputa, Commissioner Miller, Commissioner Cummings, Commissioner Singh, Commissioner Barraza and Commissioner Parkes Commissioner Parkes nominated Commissioner Oputa for Chair. The Commissioner respectfully declined the nomination. Commissioner Oputa motioned for Chair McCoy to continue serving as Chair. Vice Chair Dohlin seconded the motion which was APPROVED by the following vote: Aye:Chair McCoy, Vice Chair Dohlin, Commissioner Vang, Commissioner Oputa, Commissioner Miller, Commissioner Cummings, Commissioner Singh, Commissioner Barraza and Commissioner Parkes 9 - 12.
