1. Call to Order
Chair McCoy called the meeting to order at 5:33 P.M.
2. 5:30 P.M. Roll Call
Commissioner Vang was absent during roll call and joined the meeting at
5:35 P.M.

3. Pledge of Allegiance
The Pledge of Allegiance was led by Chair McCoy.
4. Approve Agenda
On motion of Vice Chair Dohlin, seconded by Commissioner
Cummings,the above action was ADOPTED. The motion carried by
the following vote:

5. Approval of Minutes
5-A.ID 22-1031 Approval of Minutes for June 6, 2022, Regular Meeting.
Commissioner Barraza requested the minutes be corrected to include the
recommendation to not accept the PARCS budget as presented.

On motion of Commissioner Parkes, seconded by Vice Chair Dohlin,
that the above Action Item be CONTINUED. The motion carried by the

6. Discussion: Subcommittee Reports:
a. Cultural Arts Plan:
b. Parks Master Plan:
Commissioner Parkes gave an update on the Cultural Arts Plan from the
prior week. The subcommittee met with staff to discuss the draft plan of the
timeline of the Cultural Arts Plan to better prepare for the Commissions and
City Council's review.
There was no update on the Parks Master Plan.
7. Members Reports and Comments
Commissioner Barraza discussed the following: Budget Motion #2 approved
by City Council pertaining to the allocation of $12.8 million in Measure P
funds.Commissioner Barraza wanted to know the cost-benefit of investing in
the basins and had concerns about how long the basins will be available for
recreational purposes. Also, he wished for the Commission to be more
involved in the process of buying land for parks.
Commissioner Cummings expressed concerns with the Council not meeting
with the Commission prior to the adoption of the 91 budget motions and
would like to have their recommendations implemented.
Commissioner Parkes affirmed the frustrations felt by the other
Commissioners.
Commissioner Vang requested to extend the cooling centers hours from
9:00 A.M. to 8:00 P.M. She asked if food and water will be provided and if
Public Service Announcements would be available in Hmong, Spanish, and
Punjabi.

Commissioner Oputa expressed concerns with the process in the budget
votes. She expressed appreciation to the Mayor and the City of Fresno for
raising of the Pride Flag and Councilmember comments. She thanked Vice
Chair Dohlin and the Fresno Chaffee Zoo for including all Fresno.
8. City Administration and PARCS Staff Reports and Comments
PARCS Director Aguirre gave the commission an update on all four cooling
centers. He stated they are open when temperatures reach or exceed 105
degrees, and the other fourteen community centers will be opened
Monday-Friday from 10:00 A.M. to 7:00 P.M. He stated there are four
cooling centers that have free FAX rides to those who need transportation.
FAX outlined what members need to do to receive their services. PSAs are
also sent out to families. He also stated that splash pads and pool lessons
are up and running. Recreational swim is also open and free to all
residents. The cooling centers do not provide food but they do provide
water, and after school snacks are available on many sites from
Monday-Friday.
9. Unscheduled Communication: Members of the public may address the
Commission regarding items that are not listed on the agenda and within the subject
matter jurisdiction of the Commission. Each person will have up to three (3) minutes
to present.
Upon call, the following members of the public addressed the Commission:
Lisa Flores, Brenda Quispe, Brandi Nuse-Villegas, Dez Martinez, and Pedro
Navarro Cruz.
10. Workshops:
There were no workshops on the agenda.
11. Discussion Items:
There were no discussion items on the agenda.
12. Hearings:
12-A.ID 22-1030 Hearing - To establish the Outreach Committee, a subcommittee of the
Parks, Recreation, and Arts Commission, and define committee roles,
responsibilities, and membership. (Commissioner Parkes)

Commissioner Parkes presented the item to the Commission.
Upon call, the following members of the public address the Commission:
Brandi Nuse-Villegas and Lisa Flores.
Discussion on this item included: Establishing the outreach committee,
easier access to the Measure P website, ways for community outreach to
those who do not have social media, proposal of branding Measure P, the
proposed Ad Hoc committee should have specific tasks and timelines,
concerns of duplicated efforts from Cultural Arts and Parks Master Plan,
potential community members on the Ad Hoc, and the commission
requested that a small group come to the next meeting with outlined details.
Chair McCoy motioned to continue the discussion of the formation of an
Outreach Committee until the next meeting with commissioners to come
prepared with roles of committee members and plans on how to improve
community engagement. Commissioner Parkes seconded the Motion.
Motion Passed 7-0, Commissioner Miller and Commissioner Singh were
absent.
12-B.ID 22-1085 Hearing - Receive public input on allocations related to Measure P and the
annual PARCS Department Budget and Capital Improvement Plans.

Upon call, the following member of the public addressed the Commission:
Brandi Nuse-Villegas. There was no discussion on the above item.
13. Adjournment
The Parks, Recreation, and Arts Commission adjourned at 6:59 P.M.
