HomeMy WebLinkAboutResolution - - 2006-085 - 3/7/2006 Resolution No. 2006-85 A RESOLUTION OF THE COUNCIL OF THE CITY OF FRESNO, CALIFORNIA, SUPPORTING RETENTION OF $1 BILLION DOLLARS EARMARKED FOR STATE ROUTE 99 WHEREAS, due to long-term neglect, State Route 99's safety, utility and capacity is uniformly acknowledged as an embarrassment within the San Joaquin Valley and to the state as a whole; and WHEREAS, improvements to State Route 99 are an essential component to long term improvement of the California economy; and WHEREAS, to remedy this situation, the Schwarzenegger Administration has proposed a $12 billion transportation bond that includes a specific project allocation for$1 billion in improvements to the 250-mile State Route 99 corridor within California's fastest growing region; and WHEREAS, advocates for other regions of the state are trying to insert a formula into the bond to allocate all State Route bond funds on a per capita, rather than a project basis, that would detrimentally affect State Route 99; and WHEREAS, if this formula is allowed, only$20 million in funds will be allocated to the San Joaquin Valley for transportation; and WHEREAS, State and Federal programs and bonds have long neglected the Valley with data showing that every San Joaquin Valley county received fewer federal funds than the national per capita average or for California with most Valley counties receiving approximately $1,240-$2,800 per capita less than the national per capita rate in 2002; and WHEREAS, there is unprecedented Valley unity behind the State Route 99 funding including the unanimous endorsement by every San Joaquin Valley Council of Government and the State Senate and State Assembly embracing the initiative to give State Route 99 interstate status, however without these bond funds the improvements required to meet interstate standards will not be made; and WHEREAS, California Partnership for the San Joaquin Valley, Caltrans and the California Business and Transportation Agency have held a series of public hearings which have culminated in the unanimous adoption of a (1) State Route 99 Corridor Master Plan, (2) a business plan to finance and prioritize improvements to State Route 99 and (3) a ten year timetable to achieve the improvements. NOW, THEREFORE, BE IT RESOLVED, THE COUNCIL OF THE CITY OF FRESNO supports retaining the $1 billion dollars earmarked for State Route 99 improvements included in the transportation bond proposal. ado pud STATE OF CALIFORNIA } COUNTY OF FRESNO } SS.
