SECTION 311.008 PROTECTIVE FOOTWEAR
PURPOSE
This policy establishes standard specifications and direction on the selection and use
of Fresno Fire Department (FFD or Department) approved safety footwear.
APPLICATION
These Department standards and procedures are to be followed while engaged in all
forms of Department activities.
OPERATIONAL POLICY
In accordance with the Memoranda of Understanding (MOU) between the City and
Non-Management Fire – Unit 5 and Fire Management - Unit 10, members are
responsible for the purchase and maintenance of one pair of NFPA 1999 Standard on
Protective Clothing and Ensembles for Emergency Medical Operations compliant
safety boots.
Only Department issued or approved footwear will be worn while on duty. Officers are
to ensure that the footwear being utilized by members under their supervision is
appropriate for the hazards present.

1. Safety Boots which are NFPA 1977 Standard on Protective Clothing and Equipment for
Wildland Fire Fighting and Urban Interface Fire Fighting compliant may be worn during
grass or vegetation fires within FFD jurisdictional boundaries.
2. Safety Boots must be cleaned and sanitized before entering fire station living spaces.
3. OES deployments to wildland/WUI fires outside the operational area require NFPA 1977
Standard on Protective Clothing and Equipment for Wildland Fire Fighting and Urban
Interface Fire Fighting compliant footwear.
Safety Boots:
Safety Boots must meet the design and performance standards described in NFPA
1999 Standard on Protective Clothing and Ensembles for Emergency Medical
Operations.
Safety Boots are to be maintained in a clean and serviceable condition.
To reduce the likelihood of cross contamination, safety boots must first be cleaned
and decontaminated (as appropriate) before entering fire station living areas and cab
area of apparatus or other agency owned vehicles.
Structure Firefighting Boot:
Structure firefighting boots must comply with design and performance standards
described within NFPA 1971 Standard on Protective Ensembles for Structural Fire
Fighting and Proximity Fire Fighting.
Structure firefighting boots may be worn during any emergency operations except
water rescues.
To reduce the likelihood of cross contamination, structure boots must first be cleaned
and sanitized (as appropriate) before entering the cab area of apparatus or other
agency owned vehicles.
Structure firefighting boots are to be maintained in a clean and serviceable condition.
Leather structure boots should be periodically treated with suitable wax or oil to
maintain condition of the leather.
Structure firefighting boots are not to be worn inside fire station living areas.

Wildland Boot:
When deployed to wildland/WUI incidents outside of the operational area, footwear
should comply with design and performance standards described within NFPA 1977
Standard on Protective Clothing and Equipment for Wildland Fire Fighting and Urban
Interface Fire Fighting.
Wildland boots are to be maintained in a clean and serviceable condition. Leather
boots should be periodically treated with suitable wax or oil to maintain condition of
the leather.
Wildland boots may be worn during extended duration vegetation fires within FFD
jurisdictional boundaries. Wildland boots which do not comply with NFPA 1999
Standard on Protective Clothing and Ensembles for Emergency Medical Operations
are not to be worn during EMS incidents.
