500 Firefighter Trainee Manual
SECTION 500.004 ACADEMY TRAINING INSTRUCTOR SELECTION
PURPOSE
The purpose of this policy is to establish minimum standards for Fresno Fire
Department (FFD or Department) Academy Training Instructor selection.
APPLICATION
Academy instructors are selected at least 60 days prior to the start date of their
assigned class. The process should be consistent with the current specialty team
interview/resume process.

OPERATIONAL GUIDELINE
The recommended staffing is one captain, one battalion chief, one engineer, and one
firefighter. Engineers and firefighters can be added, as necessary, to ensure
adequate instructor/student ratios are maintained, especially during high-hazard
training events; and to comply with NFPA, OSHA, and Office of the State Fire Marshal
State Fire Training (SFT) standards.
Special consideration is to be given to staffing an engineer assigned as an academy
instructor. There are many training scenarios which require water to be pumped and
specialized equipment to be operated. If there is no engineer assigned as a training
officer, accommodation will be made to ensure one is present when pumping and
operating an aerial.
PROCESS
Members selected for academy instructor assignments should meet the criteria listed
below. If a member does not meet the criteria, he/she should be provided the required

level of training to meet the needs of the Department and SFT requirements for an
academy.
1. Certified as an SFT Fire Instructor I/Training Instructor I/ Fire Instructor
1 or higher.
2. Current in his/her training assignments, including Anti-Harassment
Training for All Employees - California (SB1343) and Anti-Harassment
Training for Supervisors and Managers - California (SB1343/AB1825).
3. S-404 Safety Officer (recommended).
4. Members on Probation at his/her current rank may apply, however,
consideration of their monthly evaluations and what is in the best
interest of the Department will be part of the evaluation process.
