Beal, Fire Prevention Engineer Section 205.010a Page 1 of 3 200 Standard Operating Procedures Manual SECTION 205.010a GROOMING (NON-LOCAL 202 MEMBERS) PURPOSE The purpose of this policy is to establish guidelines for all non-Local 202 personnel grooming in accordance with applicable laws and standards. APPLICATION Members of the Fresno Fire Department (FFD or Department) are expected to follow the grooming standard whenever on duty or representing the Department in any capacity. OPERATIONAL POLICY It is the responsibility of the Department for all officers, supervisors, and managers to review and monitor members to ensure their grooming presents a neat, clean, and professional appearance. All employees will present a professional appearance to project a professional image appropriate for this Department. The appropriateness of attire as seen by the public has a bearing on how other agencies and departments view employee professionalism and, ultimately, working relationships. 1. Hair Grooming: a. Members’ hair shall present a neat and clean appearance. Hairstyles of all members shall be neat in appearance. Hair shall be well trimmed so as not to present a ragged or unkempt appearance. Hair coloring shall be within the range of naturally occurring hair colors. b. Hair may be worn in keeping with contemporary styles, but not in an extreme or unsightly fashion. c. The bulk or length of hair shall not interfere with the wearing of all standard Department safety equipment. The wearing of a wig or hairpiece, while on duty, is only permitted when the wig or hairpiece conforms to this policy and does not interfere with the wearing of safety equipment. 2. Facial Hair: a. Facial hair shall not interfere with the proper wear and operation of Department required safety equipment. b. Except as provided below, the face will be clean shaven: • Sideburns will be neatly trimmed and shall not extend beyond the bottom of the earlobe, except as noted below. • Mustaches shall be neatly trimmed and shall not extend below any given point along the top of the lower lip while the mouth is closed. The ends of the mustache shall not extend below the crease of the chin. • Lower lip mustaches shall be neatly trimmed. • Beards and goatees are permitted but must have a natural human hair color and be well maintained to present a professional appearance. • Beard and goatee facial hair shall not exceed one quarter inch (1/4") in length, must be accompanied by a mustache, and is contiguous with no designs shaved into it. • A beard must be connected to the sideburns. The neck and area above the cheek bones must remain cleanly shaven and the perimeter lines of the beard and goatee must be neatly trimmed and defined. Beards and goatees shall not extend beyond the top of the Adam's apple. • If a member intends to grow facial hair, they must initiate growing the facial hair during a period of at least two consecutive days off to not give the appearance of failing to shave. 3. Jewelry: a. The wearing of jewelry is a personal choice of members. To avoid injury related to the wearing of jewelry, there shall be no jewelry exposed whenever members are performing tasks, which require the use of personal protective equipment. The only permitted jewelry shall be: • One normal size ring per hand only (two rings total). • One normal size wristwatch. • One medic alert or decorative bracelet. c. One necklace. d. Tattoos: • Visible tattoos shall be in accordance with Administrative Order 2-16, Discrimination and Harassment Policy and Complaint Procedure, and shall not be of a harassing, offensive, profane, or sexual nature. • Tattoos shall not be allowed on a member’s head or neck without prior approval of the Grooming Committee and are not in violation of Administrative Order 2-16, Discrimination and Harassment Policy and Complaint Procedure.
