vlliEREAS, the Council desires to annex the hereinafter describeci
territory to the city of ' Fresno in order to facilitate the orderly
and planned growth of the city and provide municipal services to
said territory; and
NHEREAS, the territory herein proposed to be annexed is desig-
nated as the Barstow-Marks No. 1 Annexation ----------~.~-.--.--------------
and consjsts of that rca1 property situClLt:c1 in the County of Fresno,
State of California, the boundaries of which are specifically
described in ExhiJ)it A attached hereto and made a part hereof by
this r~ference; and
t-lIlEREAS, review and analysis of Environmental Assessment No. 430J
related to said annexation project, has resulted in a Negative Declara-
tion by the Director of Planning and Inspection; and
\'lHEREAS, approval of the Local l\gency Forma tion Commission is
