RESOLUTION NO. 2000-320
A RESOLUTION OF THE COUNCIL OF THE CITY OF FRESNO,
CALIFORNIA, AMENDING THE ROOSEVELT COMMUNITY PLAN
(PLAN AMENDMENT APPLICATION NO. A-00-11)
WHEREAS, on April 7, 1992, by Resolution No. 92-141, the City Council adopted the
Roosevelt Community Plan; and,
WHEREAS, Paynter Realty and Investment has filed an application to amend the.
Roosevelt Community Plan and the Butler/Willow Area Specific Plan to designate Winery
Avenue as a through public street between East Kings Canyon Road and East Lane Avenue;
and,
WHEREAS, the environmental assessment conduPed for the proposed plan amendment
resulted in the filing of a negative declaration; and,
WHEREAS, on October 18, 2000, the Fresno City Planning Commission held a public
hearing to consider Plan Amendment No. A-00-11 and the negative declaration for
Environmental Assessment No. A-00-06, A-00-11 dated September 11, 2000; and,
WHEREAS, the Fresno City Planning Commission took action to recommend approval
of the negative declaration for Environmental Assessment No. A-00-06, A-00-11; and,
WHEREAS, on October 31, 2000, the Fresno City Council held a public hearing to
consider Plan Amendment Application No. A-00-11 and determined, based upon information
presented at the hearing and upon review and consideration of the environmental
documentation provided, that the adoption of the proposed amendment is in the best interest of
the City of Fresno.

NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Fresno as
follows:
1. That Council fmds based upon its own independent judgment, that there is no
substantial evidence in the record that Plan Amendment Application No. A-00-11 may have
a significant effect on the environment and hereby adopts the negative declaration dated
September 11, 2000.
2. The Council of the City of Fresno hereby adopts Plan Amendment Application
No. A-00-11, amending the Roosevelt Community Plan and thereby amending the
Butler/Willow Area Specific Plan by designating Winery Avenue as a through public street
between East Kings Canyon Road and East Lane Avenue as depicted on Exhibit A, attached
hereto and incorporated herein by reference.
