SECTION 405.040A VICTAULIC BRAND FL-SC/VS2
FLEXIBLE FIRE SPRINKLERS
PURPOSE
This policy has been established to provide direction to contractors/designers for the
design, use and installation of Victaulic brand FL-SC/VS2 flexible fire sprinklers.
APPLICATION
This policy applies to all fire sprinkler system installations, including required and
voluntary systems.
OPERATIONAL POLICY
The Fresno Fire Department (FFD or Department) is permitted to specify requirements
for the design, use, and installation of fire sprinklers for all fire sprinkler systems, as
stated in the most recent edition of the California Fire Code (CFC).
OPERATIONAL GUIDELINE
Based upon the need for uniformity in application across the Department’s diverse
service delivery area, the Department has determined that when
contractors/designers intend to design, use, and install Victaulic brand FL-SC/VS2
flexible fire sprinklers in fire sprinkler systems, they must follow the requirements
noted below:
Contractors/designers may use the “Under 20 head TI” permit process for the
installation of Victaulic brand FL-SC/VS2 flexible fire sprinklers. The Citizen Access
portal is found at https://lmsaca.fresno.gov/CitizenAccess/Default.aspx.
When completing the electronic permit application, the contractor/designer must enter
the following information at Step 2: Records Details, Permit Info, in the “Detailed

Field Inspection Requirements
It is the applicant/installing contractor's obligation, as with any fire sprinkler system
field inspection, to have all required permit documents on site (see FFD Industry
Bulletin 22-001).
If all the required documents are not present upon arrival at the inspection site, FFD
staff will discontinue the inspection, and a reinspection fee will be assessed, as has
been FFD’s past practice. It is the obligation of the applicant/installing contractor to
contact FFD to reschedule an additional inspection.
PROCESS

INFORMATION
It is the applicant/installing contractor's obligation, as with any fire sprinkler system
field inspection, to comply with National Fire Protection Association (NFPA) 13
requirements for the installation of spare fire sprinklers.
Since the Victaulic FL-SC/VS2 flexible fire sprinkler is a “fire sprinkler”, at least one
spare Victaulic FL-SC/VS2 flexible fire sprinkler must be included with the fire sprinkler
system spare head box and stored in an FFD approved manner, consistent with the
requirements of the Fire Prevention Manual Section 405.039, Fire Sprinkler Systems
Spare Head Boxes

Additionally, where Victaulic FL-SC/VS2 flexible fire sprinklers are installed in an
existing fire sprinkler system, a Victaulic FL-SC/VS2 flexible fire sprinkler is to be
installed in the spare fire sprinkler head box, and the required fire sprinkler list posted
within the box shall be updated to include the Victaulic FL-SC/VS2 flexible fire
sprinkler.
