A RESOLUTION OF THE COUNCIL OF THE CITY OF FRESNO
AUTHORIZING THE DIRECTOR OF PUBLIC WORKS TO APPROVE
CERTAINCHANGB ORDERS ANO ADDITIONAL BID QUANTITIES
\llHEREAS, during the course of performance of contracts,
awarded by the Council of the City of Fresnol unforseen conditions
occasionally arise which are not covered or contemplated by the
plans or specifications for the project and change orders or
addi tional bid quanti ties become necessary i and l
WHEREAS, such unforseen conditions usually require additional
time or compensation for the contractor to complete the project
in a satisfactory manner; and,
MtEREAS , such unforseen conditions generally must be pro-
cessed expeditiously to avoid costly interruption of the
Con tractor IS·· work i
i NOW/THEREFORE, THE COUNCIL OF THE CITY OF FRESNO RESOLVES
. AS FOLLOWS:
That the Director of Public Works is authorized to approve
change order or additional bid quantities on contracts awarded by
the Council subject to the fol~owing restrictions.
1. Any change order or additional bid quantities involving
a cost exceeding five per cent of the contract price, or when
coupled with previous change orders and/or additional bid
quantities/would aggregate in excess of five per cent of the
contract price, must be· approved by the Chief Administrative
Officer. .
2. Any change order or additional bid quantities involving
an amount exceeding 10 per cent of the contract price, or when
coupled with previous change orders and/or additional bid
quimtities Vlould aggregate in excess of 10 per cent of tlle
contract price, must be approved by the Council.
3. Any change order or additional bid quantities involving
a payment in excess of the limit provided in Section 1208 of the
Fresno city Charter must be approved by the Council.
4. Any change order or additional bid quantities may·not
be approved by the Director of Public Works unless there are
sufficient unencumbered funds appropriated to pay the cost of the
addi tional Vlork. .
5; All change orders shall ShQl,oI unchanged J increased I or
decreased . number of '.V'ork days on the project. The Director of
Public Works may approve change·orders as provided above if
the increase in the number of work days is not greater than
10 work days. Any change order requiring more than 10 work
days or whon coupled with previous change orders would aggregate
in excess of 20 work days must be approved by the Council.
IT IS FURTHER RESOLVED 'rHhT Resolution No. 67-272 approved
December 7, 1967, is rescinded in its entirety •
