Oberti, Inc. / Precision COMPLIANCE REQUIRED: Map is missing important information. Provide the following information prior to the acceptance of the final map submittal. _____________________________________________________________________ 1. Identify and dimension all easements on the map. Provide notes with dimensions on the map that state, “previously dedicated for which purpose”. Examples: Street easements are not depicted, and the Public Utility Easements are not dimensioned. 2. Walls and Fencing: Specify height. Remove walls or fencing within the accessible path and visibility triangles, as needed. Provide dimensioning to justify clearances. 3. Identify and dimension all sidewalks, ramps, tree wells, driveway approaches, walkway behind driveway approaches, street easements, paths of travel within the street right of way. Identify and dimension all easements needed to accommodate a 4’ clear path of travel. 4. Accurately identify all street furniture and utilities within the street right of way. Indicate if they are to current standards or if they are to be replaced to meet current standards and provide the Public Works Standard that applies. 5. Identify the existing bus stop, shelter, benches, garbage, bike rack, etc. with dimensioned minimum clearances on First Street. 6. Identify County Precise Plan Line Number 14 on the map. 7. Dimension all existing and proposed property lines, typical. (include corner cuts, etc.) 8. Identify relinquishment of access on the map. 9. Ashlan Avenue: Provide a minimum of 20’ from the back of new walk to the first parking stall at the westerly approach. 10. Provide a title report with active links. Page 2 of 6 L:\AndrewB\Tracts\PM 2021-20 FIRST 4287 N (P21-05745).doc PUBLIC IMPROVEMENT REQUIREMENTS The Public Works Department, Traffic and Engineering Services Division, has completed its review and the following requirements are to be placed on this tentative map as a condition of approval by the Public Works Department. The following requirements are based on city records and the accuracy of the existing and proposed on-site and off-site conditions depicted on the tentative map. Requirements not addressed due to omission or misrepresentation of information, on which this review process is dependent, will be imposed whenever such conditions are disclosed. Construct or install the required improvements or contact Public Works to enter into a bonded secured agreement for these improvements. This must be executed prior to perfection of this parcel map. General Conditions • Map boundary shall include “Fee Title Interest”. • Right of way: All right-of-way “outside” of the subdivision border shall either be acquired prior to recordation of Final Map, or a deposit equal to the value of the right-of-way and an estimate of the City staff time necessary to acquire the right-of-way shall be submitted prior to recordation of the Final Map. • Submit the following plans, as applicable, in a single package, to the Public Works Department, Engineering Services Division for review and approval, prior to the final map: Street construction; Signing and Striping; Traffic Signal and Streetlight. All required signing and striping shall be installed and paid for by the developer / owner. The signing and striping plans shall comply with the current Caltrans standards and be submitted as a part of the street improvement plans. • Curb ramps with “Detectable Warning Devices” are required at all corners within the limits of this parcel map. • Repair all damaged and/or off grade off-site concrete street improvements as determined by the City of Fresno Public Works Department, Construction Management Division, (559) 621-5600. • All existing driveway approaches which no longer provide access to approved vehicle parking areas shall be removed unless otherwise approved by the City Engineer. Such areas shall be reconstructed with curb, gutter, and sidewalk to match existing adjacent street improvements. This work shall be completed and accepted before a Permit of Occupancy is issued or the building is occupied per Fresno Municipal Code (FMC) 13-211. • Provide a 30’ visibility triangle at all street intersections and a 12’ visibility triangle where all driveways intersect streets. • Underground all existing offsite overhead utilities with the limits of this map in accordance with Fresno Municipal Code Section 15-4114. • Street widening and transitions shall also include utility relocations and necessary dedications. Page 3 of 6 L:\AndrewB\Tracts\PM 2021-20 FIRST 4287 N (P21-05745).doc • FAX: When a bus shelter is required by the Department of Transportation, FAX Division, a thicker sidewalk will be required. Contact Jeff Long at 559 621- 1436. Coordinate all conditions of approval between Public Works and FAX. • When permanent facilities are not available from the Fresno Metropolitan Flood Control District, the applicant shall identify a temporary onsite storm water basin per Public Works Standard P-97 for review and approval from Public Works. Street Dedications and / or Vacations Identify pedestrian paths of travel along public sidewalks: Provide a minimum of 4’ clear to accommodate access along the entire street frontage of this map. Pedestrian easements may be required to accomplish this. Identify all street furniture, e.g.: public utility poles and boxes, guy wires, signs, fire hydrants, bus stop benches, mailboxes, newsstands, trash receptacles, tree wells, etc. within the public right of way or public easements. The construction of any overhead, surface or sub-surface structures and appurtenances in the public rights-of-way is prohibited unless an encroachment covenant is approved by the City of Fresno Public Works Department, Engineering Services Division. Frontage Improvement Requirements All improvements shall be constructed in accordance with the Standard Specifications and Standard Drawings of the City of Fresno, Public Works Department. The performance of any work within the public street rights-of-way (including pedestrian and utility easements) requires a STREET WORK PERMIT prior to commencement of work. Contact the City of Fresno Public Works Department, Engineering Services Division at (559) 621-8670 for detailed information. Public Streets: First Avenue: Arterial 1. Dedication Requirements: a. County Precise Plan Line Number 14: Dedicate to the plan line if not existing. b. Where not existing, dedicate 4’ of property for pedestrian purposes to accommodate a 4’ accessible path. c. Dedicate a corner cut for public street purposes at the intersection of First and Willis Avenues. 2. Construction Requirements: a. Where not to current standards, remove and replace all approaches to Public Works Standards P-2 and P-6 (30’ minimum to 35’ maximum) with an accessible path behind the ramps. b. All existing sidewalks in excess of 2% maximum cross slope must be brought into compliance prior to acceptance by Public Works. Planting and irrigating of street trees shall conform to the minimum spacing guidelines as stated in the Standard Specification, Section 26-2.11(C) and Assembly Bill 1881. c. Construct an underground street lighting system to Public Works Standard E-1 and E-7, within the limits of this subdivision. Streetlights installed on major streets shall be fed from a service pedestal with a master photo control as detailed in Section 3-3.17 of the City Specifications and Standard Drawings E-15, E-18 or as approved by the City Engineer. -OR- Show the existing streetlight locations on the plans, -AND- that they are constructed per current City of Fresno Public Works Standards. d. If not existing, construct a standard curb ramp at First and Willis Avenues per Public Works Standards and P-28 and P-32, based on a 25’ minimum radius. -OR- Modify or replace the existing ramp to meet current Public Works Standards, as determined by the Construction Management engineer PRIOR to occupancy. Ashlan Avenue: Arterial 1. Dedication Requirements: a. Where not existing, dedicate 4’ of property for pedestrian purposes to accommodate a 4’ accessible path. b. Dedicate a corner cut for public street purposes at the intersection of Ashlan and Orchard Avenues. 2. Construction Requirements: a. All existing sidewalks in excess of 2% maximum cross slope must be brought into compliance prior to acceptance by Public Works. Construct concrete sidewalk with 5’ x 6’ tree wells to Public Works Standard P-5. Planting and irrigating of street trees shall conform to the minimum spacing guidelines as stated in the Standard Specification, Section 26-2.11(C) and Assembly Bill 1881. b. Construct an underground street lighting system to Public Works Standards E-2 and E-9, within the limits of this subdivision. -OR- Show the existing streetlight locations on the plans, -AND- that they are constructed per current City of Fresno Public Works Standards. Austin Avenue: Local 1. Dedication Requirements: a. Where not existing, dedicate 4’ of property for pedestrian purposes to accommodate a 4’ accessible path. b. Where not existing, dedicate a corner cut for public street purposes at the intersection of • Austin and Orchard Avenues • Austin and Willis Avenues. c. Relinquish direct vehicular access rights to Austin Avenue, as applicable, per Book 4867, Page 551 Document No 44461. Provide a copy in the Citizen Portal. 2. Construction Requirements: a. All existing sidewalks in excess of 2% maximum cross slope must be brought into compliance prior to acceptance by Public Works. Construct concrete sidewalk with 5’ x 6’ tree wells to Public Works Standard P-5. Planting and irrigating of street trees shall conform to the minimum spacing guidelines as stated in the Standard Specification, Section 26-2.11(C) and Assembly Bill 1881. b. Construct an underground street lighting system to Public Works Standards E-2 and E-9, within the limits of this subdivision. -OR- Show the existing streetlight locations on the plans, -AND- that they are constructed per current City of Fresno Public Works Standards. c. Relinquish direct vehicular access rights to Willis Avenue, as applicable, per Book 4867, Page 551 Document No 44461. Provide a copy in the Citizen Portal. 2. Construction Requirements: a. All existing sidewalks in excess of 2% maximum cross slope must be brought into compliance prior to acceptance by Public Works. Construct concrete sidewalk with 5’ x 6’ tree wells to Public Works Standard P-5. Planting and irrigating of street trees shall conform to the minimum spacing guidelines as stated in the Standard Specification, Section 26-2.11(C) and Assembly Bill 1881. b. Traffic Signal Mitigation Impact (TSMI) Fee: This project shall pay all applicable TSMI Fees, at the time of Parcel Map approval. The fees are based on the Master Fee schedule. Fresno Major Street Impact (FMSI)Fees: This entitlement is in the Infill Area; therefore, pay all applicable City-wide regional street impact fees. Regional Transportation Mitigation Fee (RTMF): Pay all applicable RTMF fees to the Joint Powers Agency located at 2035 Tulare Street, Suite 201, Fresno, CA 93721; (559) 233-4148 ext. 200; www.fresnocog.org. Provide proof of payment or exemption prior to granting final occupancy.
