Garcia, Engineer Current Revision Date: 05/27/25 Section 303.017 Next Revision (1) Date: 05/27/27 Page 1 of 3 Fresno City Fire Department 300 Training and Equipment Manual SECTION 303.017 FOAM POWER-FILL REFILL SYSTEM PURPOSE The purpose of this policy is to provide Fresno Fire Department (FFD or Department) members with information and operation procedures for the Foam Power-Fill Refill System. APPLICATION Some FFD engine apparatus are equipped with Foam Power-Fill Refill Systems. The Foam Power-Fill Refill Systems provide for the filling of foam reservoirs on an apparatus without manually filling the tanks from on top of the apparatus. OPERATIONAL POLICY This section intentionally left blank. OPERATIONAL GUIDELINE This section intentionally left blank. PROCESS 1. Automatic Refill Operation: a. Connect the outboard pickup hose and wand onto the outboard pickup fitting on the panel. b. Place the wand end into the foam container. c. Turn the refill/flush valve counterclockwise to the stop for the refill position. d. Press the “GREEN” button once. The pump starts filling the foam tank. The “GREEN” light flashes on and off while the pump is in operation. Effective Date: June 2021 Robert J. Pay close attention to the operation. If the foam source runs out of fluid before the tank is full, press the “GREEN” button again to stop pumping operation. Place the wand in a fresh container of foam and restart the operation by pressing the “GREEN” button. DO NOT allow the pump to run without fluid being pumped; damage to the pump can occur. f. Run the pump for 20 seconds then shut down if no flow is detected by the flow switch. After 20 seconds, the pump shuts down immediately after no flow is detected. g. When the foam level drops in the foam tank, the “GREEN” light - goes out. 2. Manual Refill Operation: a. Repeat steps 1 through 3 above. b. Press and hold the “RED” button to run the pump. The button illuminates solid red while the pump is running. c. When the tank is full, as shown by the solid “GREEN” light, release the “RED” button. Note: When operating the system manually, the pump does not shut off automatically when the tank is full. 3. Flush Operation: a. Turn the refill/flush valve handle clockwise to the stop for the flush position. b. Place the pickup wand into a container of fresh water. c. Place an empty container under the flush drain line. d. Depress and hold the “RED” button until discharge fluid is clear. e. Release the “RED” button. f. Drain the Power-Fill lines after each flush to prevent freezing and/or contamination of foam.
