Grantland Avenue Granville / Giannetta The Public Works Department, Traffic Operations and Planning Division, has completed its review and the following requirements are to be placed on this tentative map as a condition of approval by the Public Works Department. ____________________________________________________________________________ COMPLIANCE REQUIRED: Provide the following information prior to the acceptance of the final map submittal. This can result in additional conditions of approval. 1. Identify the map border which includes “fee title interest” and verify legal description. 2. Revise local street cross sections to Public Works Standard or resubmit cross sections to meet our minimum requirements by adding a 1’ pedestrian easement to provide 7’ as shown on the standards. Update cross sections on the map for all streets that are not proposed to a Public Works Standard. 3. Identify all easements on the map. Specify existing and proposed street and pedestrian easements in all public rights of way. Provide additional dimensions if the easement varies. 4. Sheets 1 and 2: revise all notation from Loop Road to Parc West Drive. 5. Revise all notations of North Veteran’s Boulevard to “Grantland” south of the new Gettysburg intersection. 6. Identify the second point of access. 7. Identify and provide a temporary turn around adjacent to Lot 39 with a minimum radius of 40’. 8. Sheet 1: update to show an Outlot for the trail along T-6212 within Parc West Drive and identify interior trails within the boundaries of adjacent maps or identify as a separate dedication to the City of Fresno, prior to final map. 9. Revise improvements to be installed note number 1: “Not all streets are to the City of Fresno Standards.” 10. Verify the legal description. Identify traffic calming for North “B” Avenue which exceeds 800’. (Approximately 1300’) 12. Revise Note 11 to read “There will be a 10’ Public Utility Easement along the frontage of all lots or provide documentation from the utility companies stating otherwise. 13. Revise Note 14 to read “Outlot A and B to be deeded to the City of Fresno for a Class 1 bike trail, pedestrian and landscape purposes.” Utilities are prohibited in the 12’ trail and 2’ shoulders. 14. Revise cross section for the “Parc West Drive” cross section to show a 10’ PUE adjacent to the proposed wall. Revise notation from “sidewalk” to “trail”. 15. Delete the word “future” when referencing the interior trail. General Conditions: 1. Street Dedications: Provide corner cut dedications at all intersections for accessibility ramps. 2. Right of way: All right-of-way “outside” of the subdivision border shall either be acquired prior to recordation of Final Map, or a deposit equal to the value of the right-of-way and an estimate of the City staff time necessary to acquire the right-of-way shall be submitted prior to recordation of the Final Map. 3. Plan Submittal: Submit the following plans, as applicable, in a single package, to the Public Works Department for review and approval prior to recordation of the Final Map. Street: construction, signing, striping, traffic signal and streetlight and Trail: construction, grading, lighting, striping, signing, landscape and irrigation. 4. Local to Collector Street Intersections: The intersection of two local continuous streets shall have a minimum of 160’ offset measured from centerline to centerline. 5. Traffic Calming: Traffic calming shall be provided for local street lengths exceeding 800’ and four-way intersections. Design to be approved on the street plans. 6. Outlots: If the subdivider seeks to dedicate to the City, in fee, an outlot for open space purposes, subdivider shall prove to the City that the outlot is free of toxic or hazardous materials pursuant to the requirements of City Administrative Order 8-1, including, but not limited to, performing a Phase I Soils Investigation. The soils Investigation report shall be submitted to the Public Works Department for review and approval. The subdivider must obtain Public Works approval of the soils investigation report and complete any mitigation work identified by the soils investigation prior to subdivider’s submittal of the Final Map to the Public Works Department. Any and all costs associated of the soils investigation and any required mitigation work shall be performed at the sole expense of the subdivider. 7. Encroachment Covenants: The construction of any overhead, surface or sub-surface structures and appurtenances in the public right of way is prohibited unless an encroachment covenant is approved by the City of Fresno Public Works Department, Engineering Services Division, (559) 621-8681. Encroachment covenants must be approved prior to issuance of building permits. 8. Street widening and transitions shall also include utility relocations and necessary dedications. Overhead Utilities: Underground all existing overhead utilities with the limits of this map in accordance with Fresno Municipal Code Section 15-4114. 10. Intelligent Transportation Systems (ITS): Street work on major streets shall be designed to include ITS in accordance with the Public Works ITS Specifications, where not existing. 11. Irrigation /Canal Requirements: The developer shall enter into an agreement with the Fresno Irrigation District (FID) providing for piping the canal(s) and submit an executed copy of the agreement or commitment letter from FID to the Public Works Department. All piping shall be located outside of the proposed street right of way. Any piping across city streets shall be rubber gasketed reinforced concrete pipe (RGRCP) constructed perpendicular to the street. Submit engineered plans to Public Works Department, Engineering Services Division for review and approval. Identify the proposed easement and provide a final cross-sectional detail on the map. 12. Backing onto a major street: Backing onto a major street is prohibited. 13. The first order of work shall include a minimum of two points of vehicular access to the major streets for any phase of this development. 14. Intersection Visibility: Maintain visibility at all intersections as described in the Fresno Municipal Code Section 15-2018. 15. Driveway Approaches: The throat of the driveway approaches shall be the same width as the driveway. Approach widths shall be built to Public Works Standard P-6. 16. FAX: When a bus shelter is required by the Transportation Department, FAX Division, a thicker sidewalk will be required. Contact Jeff Long at 559 621-1436. Coordinate all conditions of approval between Public Works and FAX. 17. When permanent facilities are not available from the Fresno Metropolitan Flood Control District, the applicant shall identify a temporary onsite storm water basin per Public Works Standard P-97 for review and approval from Public Works. Frontage Improvement Requirements: Public Streets: Park West Drive: modified 2-Lane Collector 1. Dedication Requirements: a. Dedicate 36’ of property, from centerline, for public street purposes, within the limits of this application, per Public Works Standards. b. Dedicate corner cuts for public street purposes at all intersections. c. Dedicate a 26’ (minimum) Outlot to the City of Fresno, for a Class I bike trail, pedestrian and landscape purposes. Utilities shall be located between the face of curb and the right of way and within 10’ of the proposed wall. Additional right of way may be required for grading and drainage purposes. d. Relinquish direct access rights to Parc West Drive from all lots within this subdivision. 2. Construct concrete curb and gutter to Public Works Standard P-5. The curb shall be constructed to a 10’ pattern (10’ planter from face of curb to r/w -0’-0’). b. Construct standard curb ramps per Public Works Standard at all intersections. Major street to local street: R=20’-25’ per P-24 and P-25 c. Construct a 12’ wide Bike and Pedestrian Class I Trail, complete with lighting, signing, striping and landscaping, per the Fresno General Plan, the Public Works Standard P-59, P-60, P-61 and the Caltrans Highway Design Manual. Identify route on the map complete with a cross section. Construct an expressway barrier fence per Public Works Standard P-74 and P-75, when required per the Highway Design Manual. d. Construct 19’ of permanent paving per Public Works Standard P-50 (measured from face of curb) within the limits of this subdivision and transition paving, as necessary. e. Construct an underground street lighting system to Public Works Standard E-1 and E-7A, E-7B, within the limits of this subdivision. Streetlights installed on major streets shall be fed from a service pedestal with a master photo control as detailed in Section 3-3.17 of the City Specifications and Standard Drawings E-15, E-17 and/or E-18 or as approved by the City Engineer. Trail: Specify trail within adjacent map boundaries or dedicate to the City prior to Final Map. If Outlot: 1. Outlot to be dedicated to the City of Fresno: a. Dedicate 35’ (minimum) Outlots for Class I Bike Trails, Pedestrian and Landscape purposes. Additional right of way may be required for grading and drainage purposes. 2. Construct: a. Construct a 12’ wide Bike and Pedestrian Class I Trail, complete with lighting, signing, striping and landscaping, per the Fresno General Plan, the Public Works Standard P-59, P-60, P-61, Council Resolution 2021-28 and the Caltrans Highway Design Manual. Identify route on the site plan complete with a cross section. Construct an expressway barrier fence per Public Works Standard P-74 and P-75, when required per the Highway Design Manual. Interior Streets: 1. Dedicate, design and construct all driveways, ramps, curb, gutter, sidewalk, permanent paving, cul-de-sacs, easements and underground street lighting systems on all interior local streets to Public Works Standards P-5, P-6, P-9, P-18, P-28, P-50, *P-56B, E-1 and E-9A, E-9B and E-11. Pedestrian easements are required behind driveways with sidewalk patterns less than 10’. * Or- Revise the cross section to dedicate a 1’ pedestrian easement to provide for accessibility adjacent to street furniture. 2. All streets and pedestrian ways shall connect to other streets and pedestrian ways to form a continuous vehicular and pedestrian network with connections within the subdivision and to adjacent development. Pedestrian paths of travel must meet current accessibility regulations. Sidewalks are recommended on both sides of the street. Identify ramps within the proposed subdivision wherever sidewalks are provided. Garages: Garage or carport setbacks are recommended to be a minimum of 18’ from the back of walk or curb, whichever is greater. 4. Provide a 12’ visibility triangle at all driveways. 5. Design local streets with a minimum of 250’ radius. 6. Dead-end Streets: a. Any temporary dead-end streets created by this subdivision shall be properly barricaded in accordance with the Public Works Standard P-100. b. Provide temporary paved Cul-de-sac with a minimum radius of 40’. Specific Mitigation Requirements: Within the subdivision border- 1. Relinquish direct vehicular access rights to: a. the north property line of lot 1. b. the east property line of lot 16. 2. The intersection of: a. Park West Drive and North “A” Avenue shall be limited to right-in and right-out turns. b. Park West Drive at West “D” and North “B” Avenues shall be designed with a full median opening to allow for left turns-in and left turns-out. Outside of the subdivision border- 1. The following streets shall be dedicated by separate instrument, prior to the Final Map: a. Parc West Drive: From Ashlan to Grantland b. Ashlan Avenue: From Park West Drive to Grantland c. Grantland Avenue: From Parc West Drive to the new Gettysburg intersection d. Gettysburg/Grantland Diagonal: From Veteran’s to Grantland e. Trail: Specify trail within adjacent map boundaries or dedicate to the City prior to Final Map. Traffic Signal Mitigation Impact (TSMI) Fee: This project shall pay all applicable TSMI Fees at the time of building permit. Contact the Public Works Department, Frank Saburit at (559)621-8797. The fees are based on the Master Fee schedule. In some cases, traffic signals may be conditioned on multiple maps. If the signal is existing at the time of the final map, the applicant would not be required to construct the signal but would be required to pay the applicable fee. TSMI fee is credited against traffic signal and Intelligent Transportation System (ITS) improvements, provided that the improvements are constructed at ultimate locations, contained within the build out of the General Plan circulation element and are included in the latest Nexus Analysis for TSMI fee. Project specific impacts that are not consistent with the General Plan, Public Works Standard Drawings or not incorporated in the TSMI fee infrastructure costs, are not reimbursable. Failure to pay this fee or construct improvements that are credited / reimbursable Page 6 of 8 T:\Traffic Planning\_CONDITIONS OF APPROVAL\TRACT MAPS\6300\T-6378 GRANTLAND 4445 N (P21-05592) PARC WEST\T-6378 GRANTLAND 4445 N (P21-05592) .doc with this fee will result in a significant unmitigated impact as this fee is applied to all projects within the City Sphere of Influence. If the applicant is conditioned with improvements that are credited / reimbursable with this fee, they should work with the Department of Public Works and identify, with a Professional Engineer’s estimate, the costs associated with the improvements, prior to paying the TSMI fee at time of building permit. 1. Parc West Drive, Collector: Install a signal pole with a 150-watt equivalent LED safety light and an oversize street sign to Public Works Standard at the northeast corner of Parc West Drive and Ashlan Avenue. 2. The intersection of Grantland Avenue and Parc West Drive shall be signalized to the City of Fresno Standards, complete with left turn phasing, actuation, ITS, and signal pre-emption prior to the issuance of building permits. This work is included in the fee program and is eligible for reimbursement. The applicant shall design the traffic signal and obtain City approval of the plans and the right of way dedications prior to recordation of the Final Map. The traffic signal installation shall include the following: poles, safety lights, oversize street name signs, conduits, detectors, service pedestal connected to a PG&E point of service, controller cabinet, ITS vault, ITS communication cabinet, and all pull boxes. 3. The intersection of Grantland Avenue and Ashlan Avenue shall be signalized to the City of Fresno Standards, complete with left turn phasing, actuation, ITS, and signal pre-emption prior to the issuance of 33 building permits. This work is included in the fee program and is eligible for reimbursement. The applicant shall design the traffic signal and obtain City approval of the plans and the right of way dedications prior to recordation of the Final Map. The traffic signal installation shall include the following: poles, safety lights, oversize street name signs, conduits, detectors, service pedestal connected to a PG&E point of service, controller cabinet, ITS vault, ITS communication cabinet, and all pull boxes. 4. The intersection of Veteran’s Boulevard and Gettysburg Avenue shall be signalized to the City of Fresno Standards, complete with left turn phasing, actuation, ITS, and signal pre-emption prior to the issuance of 450 building permits. This work is included in the fee program and is eligible for reimbursement. The traffic signal installation shall include the following: poles, safety lights, oversize street name signs, conduits, detectors, service pedestal connected to a PG&E point of service, controller cabinet, ITS vault, ITS communication cabinet, and all pull boxes. Note: Conditions of approval for projects within Parc West have been identified and analyzed as part of the Parc West EIR (Traffic Impact Analysis Dated November 27, 2019, P19-00417, City of Fresno Ordinance 2021-003). Conditions have been phased based on the number of building units for each component of the Parc West Project. T- 6387 and T-6378 are the fourth and fifth entitled projects (T-6212, T-6250 and T- 6276) to conditions of approval as described in the October 23, 2020 conditions letter from Traffic Operations & Planning Division. These projects (T-6387 and T-6378) will construct 224 units which will bring the total number of units entitled in Parc West to 464 units, and are conditioned with the installation of the traffic signals described in items 2 through 5 above to meet the City’s response to the Parc West EIR (TIS 20-010, P19- 00417) Fresno Major Street Impact (FMSI) Fee: This Map is in the New Growth Area; therefore, pay all applicable growth area fees and City-wide regional street impact fees. In some cases, center section improvements or bridges may be conditioned on multiple maps. If the improvements are existing at the time of the final map, the applicant would not be required to construct them, but would be required to pay the applicable fee. Fresno Major Street Impact (FMSI) Requirements: Parc West Drive: 2-Lane Collector (New Growth Area) Dedicate and construct a 14’ concrete median, (1) 19’ center section travel lane in each direction and curb and gutter on both sides from Ashlan to Grantland. Construct 200’ left turn pockets at all major intersections. Dedication shall be sufficient to accommodate additional paving and any other grading or transitions as necessary based on a 45 MPH design speed. Ashlan Avenue: Modified Collector (New Growth Area) Dedicate and construct a raised 26’ median island with a 250’ left turn pocket for northbound traffic at Grantland, (1) 12’ (north side), (1) 12’ (south side) center section travel lanes and 5’ shoulders from Parc West Drive to Grantland. Details of said street shall be depicted on the approved tentative tract map. If not existing, an additional 8’ dedication is required beyond the edge of pavement. Dedication shall be sufficient to accommodate arterial standard and any other grading or transitions as necessary based on a 55 MPH design speed. Construct concrete median cap per Public Works Standard P-62 and P-63. Details of said street shall be depicted on the approved tentative tract map. If not existing, an additional 8’ dedication is required beyond the edge of pavement. Dedication shall be sufficient to accommodate arterial standard and any other grading or transitions as necessary based on a 55 MPH design speed. Construct concrete median cap per Public Works Standard P-62 and P-63. Gettysburg/Grantland Avenue diagonal: 4-Lane Collector (New Growth Area) Dedicate and construct a 12’ center two-way left turn lane, (1) 12’ (east side), (1) 12’ (west side) center section travel lanes and 5’ shoulders from Grantland Avenue / Veteran’s Boulevard alignment to the original Grantland Avenue alignment. If applicable Stripe 200’ left turn pockets at all major intersections. If not existing, an additional 8’ dedication is required beyond the edge of pavement. Dedication shall be sufficient to accommodate additional paving and any other grading or transitions as necessary based on a 45 MPH design speed. Regional Transportation Mitigation Fee (RTMF): Pay all applicable RTMF fees to the Joint Powers Agency located at 2035 Tulare Street, Suite 201, Fresno, CA 93721; (559) 233-4148 ext. 200; www.fresnocog.org. Provide proof of payment or exemption prior to certificate of occupancy.
