SECTION 205.006 CIVILIAN DRESS
PURPOSE
In order to project uniformity and neutrality toward the public and other employees of
the Department, employees shall maintain their personal hygiene and appearance to
project a professional image appropriate for this Department and their assignment.
The purpose of this policy is to promote uniformity of the employees of the Fresno Fire
Department (FFD or Department) by addressing specific civilian dress requirements.
However, nothing herein shall limit the Department’s ability to address any other
personal hygiene or appearance deemed improper for employees of the Department.
APPLICATION
This policy applies to employees of the Department who are not required to wear
uniforms, or are otherwise permitted to wear civilian dress, while on duty, whether in
the office or working remotely under special circumstances.
OPERATIONAL POLICY
Employees in civilian dress are expected to wear clean, pressed, and properly fitting
business clothing appropriate to the position held and activities that are being
performed (no fading, dirty, torn, frayed, excessively wrinkled, etc.).
Employees who are not required to wear uniforms may wear suits, slacks/pants worn
with a collared/dress shirt or blouse, dresses, skirts, Department polo shirts, sweaters,
and/or jackets. The length of dresses or skirts should be no shorter than the mid-thigh
when seated, or shorter than 4 inches above the knee when standing.
Except as noted herein or approved by the Fire Chief or designated management
personnel, employees may not wear the following:
1. Denim jeans of any color;
2. Overalls or coveralls;
3. Shorts of any type, including “skorts” or other clothing that looks like shorts.
Tee shirts, jerseys, jackets, or hats with messages or graphics, including logos
related to team sports;

4. Gym attire, sweats, workout wear, or spandex pants or leggings;
5. Shirts or dresses with spaghetti straps, unless covered by a jacket, blouse, or
other garment;
6. Garments that expose the stomach or midriff area, and/or garments that do not
completely cover undergarments;
7. Halter tops, tube top shirts, or see-through or fishnet tops;
8. Low front or low back attire; and
9. Excessively tightfitting or revealing clothing, and/or oversized (baggy)
garments.
This list is an example only and may not include all items deemed inappropriate.
Employees may commute to work by bicycle or running, or walking during breaks, etc.
and therefore may enter or leave the office in the necessary apparel for the activity as
long as the employee changes into the appropriate civilian dress when in the office.
Employees may wear comfortable footwear to walk to and from the parking lot, or for
exercise during breaks, but must change to business appropriate footwear when in
the office. All footwear is expected to be appropriate to the employee’s position.
Shoes are to be neat, clean, and in good repair. Heels should not be more than four
inches high. Sandals of any material which are commonly referred to as “flip-flops” or
“thongs” are prohibited for all employees.
No bandanas, caps, or hats are allowed except those issued by the Fresno Fire
Department or approved by the Fire Chief or designated management personnel.
Civilian dress may be relaxed on Friday (Casual Friday). Employees are permitted to
wear casual attire on Friday given the civilian dress is professional and reasonably
appropriate for an office environment. Casual attire includes but is not limited to jeans,
tee shirts, sweatshirts, athletic shoes, and sandals. It is highly recommended to keep
more formal business attire in the office and available should an employee be called
into an unexpected meeting or event.
Managers and supervisors are responsible for explaining and enforcing this policy.
Employees who report to duty and are non-compliant with this policy may be sent
home to change without compensation. Failure to comply with and repeated violations
of this policy will be cause for disciplinary action up to and including dismissal.
Consistent with this policy, exceptions can be made on an individual basis by the Fire
Chief or designated management personnel to accommodate special circumstances

such as special events or occasions and clean-up days. On occasions, such as
Halloween, employees may wear costumes, including makeup or masks, provided
employees do not have professional appearances (Council, meetings, etc.) and the
costume is tasteful for an office setting. If in doubt about the acceptability of a
particular costume, employees should ask their immediate supervisor.
All employees’ civilian dress shall conform to these standards as may be modified by
the Fire Chief or designated management personnel and/or applicable labor
memorandum of understanding.
