The intent of uniform standards is to maintain a consistent standard of adherence, present a professional public image, and maintain esprit de corps and personal pride in the fire department uniform. APPLICATION This policy applies to both Suppression and Prevention members, as well as Maintenance and Operations Assistants within the Fresno Fire Department (FFD or Department). OPERATIONAL POLICY Unless authorized by the Fire Chief, only garments identified in this standard are approved for use while on duty. OPERATIONAL GUIDELINE The day uniform ensemble consists of approved day uniform shirt, T-shirt, pants, belt, socks, and safety boots. The Suppression and Prevention day uniform ensembles may also include the following items identified as "optional": • Long-sleeved day uniform shirt • Long-sleeved t-shirt • Headwear (baseball cap, knit cap, sun cap, skull cap, and visor) • Job shirt • Jacket • Sweatshirt • Station shoes Members are expected to look professional, and uniforms are to be maintained in good physical condition (i.e.: not faded, no cracked emblem, no holes, etc.). Effective Date: October 2007 Thomas Cope, Battalion Chief Current Revision Date: 5/28/2025 Section 205.002 Next Revision (2) Date: 5/28/2027 Page 2 of 20 Day Uniform Shirt: The approved day uniform shirt is to be worn when assigned to and performing duties primarily at Headquarters, when attending classroom-based training sessions, when sitting down to eat meals at restaurants, and events during which Department members are visible to the public, excluding emergency incidents and extraneous activities. Specific examples of such events include, but are not limited to: • Grocery shopping • Public education events • Community meetings • Fire Prevention inspections • Station tours/scheduled events • School fire drills • Reporting to Headquarters, City Hall, or other government buildings Other than the specific examples above, officers and supervisors are allowed some latitude as to when the day uniform shirt is to be worn based upon the situation and environmental conditions, with due consideration given to the professionalism and pride associated with the badge and rank insignia. The day uniform shirt is not required to be worn when responding to emergencies. The day uniform shirt should be available in apparatus or assigned Department vehicle for use when out of quarters. The day uniform shirt is not to be worn under the uniform sweatshirts or job shirt. For consistent fabric color, day uniform shirts must be worn in conjunction with day uniform pants of the same brand. The approved day uniform shirt (long or short sleeve) includes an approved badge, name tag, uniform patches, and appropriate rank insignia. The badge is to be affixed to the day uniform shirt’s badge holder above the left pocket. An approved name tag is to be centered above the right pocket, with the bottom edge of the nametag on the top edge of the pocket flap. Approved uniform patches are to be centered on the outside of both sleeves with the top edge ½” below shoulder seam. Rank insignia is required to be worn on the shirt collar by sworn suppression officers as follows: captains, two silver trumpets; battalion chiefs, two gold crossed trumpets; deputy chiefs, four gold crossed trumpets; fire chief, five gold trumpets. Sworn prevention supervisors and prevention engineers are required to wear one silver bugle. A small American flag lapel pin may be worn on the left pocket flap near the heart. Administrative chief officers, prevention supervisors, and prevention engineers are to wear an approved blue day uniform shirt as part of the day uniform ensemble. The approved white day uniform shirt is reserved for formal events (i.e., award ceremonies, press conferences, budget presentations, etc.) for administrative chief officers and prevention supervisors and may be paired with a solid navy-blue necktie. Sworn Suppression Day Uniform Pant: Sworn suppression members may wear approved NFPA 1975 or NFPA 1977 compliant day uniform pant under any personal protective equipment (PPE) ensemble. Sworn suppression members have the option to purchase and wear "dual compliant" uniform pant as part of the day uniform ensemble, and in lieu of the approved day uniform pant/wildland pant combination when fighting grass or vegetation fires. Dual compliant pants are recognizable by the required hook-and-loop ankle closure. Approved day uniform pant and shirt may be altered to accommodate pregnancies. This type of alteration may be done by local uniform shops. Effective Date: October 2007 Thomas Cope, Battalion Chief Current Revision Date: 5/28/2025 Section 205.002 Next Revision (2) Date: 5/28/2027 Page 4 of 20 Sworn Prevention Day Uniform Shirts/Pants: Sworn prevention members have two options for day uniform shirt/pant: cotton and Battle Dress Uniform (BDU). The approved cotton shirt may be worn only with the matching cotton pant, and the BDU shirt may be worn only with the matching BDU pant. Approved long-sleeved versions of the cotton and BDU shirt are optional. Approved day uniform pant and shirt may be altered to accommodate pregnancies. This type of alteration may be done by local uniform shops. Figure 2 BDU Day Uniform Shirt Figure 3 BDU Day Uniform Pants Optional Sworn Prevention Polo Shirt: Sworn prevention members have the option to wear an approved polo shirt (long or short sleeve) in lieu of the approved t-shirt/day uniform shirts as part of the sworn prevention day uniform ensemble. When wearing the approved polo shirt, the badge should be displayed on the belt utilizing an approved black colored badge holder (See figure 5). The approved polo is to be worn tucked into the pants. An approved long- sleeved version is optional. An approved short sleeved day uniform shirt, light blue in color, with name tag and uniform patches may be worn with supervisor’s approval. Sworn Suppression Uniform T-shirt: An approved uniform t-shirt is to be worn while in public and while within common areas of fire stations as part of the day uniform, exercise wear, and/or sleepwear ensembles. The uniform t-shirt is to be worn as a minimum base layer under approved day uniform shirts, jackets, and all PPE ensembles. The uniform t-shirt is available in short and long sleeve; long sleeve t-shirts are not to be worn in combination with the short sleeve day uniform shirt. The uniform t-shirt is to be worn tucked into pants at all times; however, the t-shirt may be left untucked while exercising or while being used as sleepwear. These alternative t-shirts are available at Department Headquarters and may also be sold to the public. Figure 10 Breast Cancer Awareness T-shirt Front Figure 11 Breast Cancer Awareness T-shirt Back Armed Forces Commemorative T-Shirt: Department approved blue t-shirt with camouflage lettering may be worn as an alternative to the standard day uniform t- shirt/day uniform shirt while on duty to commemorate the following patriotic holidays: Armed Forces Day, Memorial Day, Patriots Day/September 11th, and Veterans Day. The Armed Forces Commemorative t-shirt may be worn for the entire week (Sunday- Saturday) in which the patriotic day falls. The specific calendar days/week for these patriotic holidays will vary year to year. Figure 14 Pride Month T-Shirt Front Figure 15 Pride Month T-Shirt Back Black History Month Commemorative T-shirt: Department approved blue t-shirt with the Pan-African flag lettering may be worn as an alternative to the standard t-shirt/day uniform shirt while on duty to commemorate Black History Month during the month of February, as well as on Juneteenth (June 19th of each year), and on Martin Luther King Day (date varies year per year). Sweatshirts may be worn while in public and while within common areas of fire stations as part of the day uniform, exercise wear, or sleepwear. The uniform sweatshirt is not to be worn in lieu of the day uniform shirt, nor is it to be worn over the day uniform shirt. Only the plain uniform sweatshirt may be worn under PPE ensembles, the hooded sweatshirt may not. Hoods are not to be worn up when out of quarters and/or visible to the public. The uniform job shirt is not to be worn in lieu of the day uniform shirt, nor is it to be worn over the day uniform shirt. The uniform job shirt may be worn under any PPE ensemble. Figure 22 Uniform Job Shirt Uniform Jackets: An approved uniform jacket may be worn as an outer layer over any approved uniform shirt but may not be worn under any PPE ensemble. The uniform jacket is not to be worn in lieu of the day uniform shirt. Note that the softshell jacket may be used as a liner in the parka. Subject to approval of the Fire Chief or designee, headgear may be customized to include a fire station. Customized headgear may be worn only when assigned to the apparatus or station identified on the headgear. Figure 27 Breast Cancer Awareness Hat Effective Date: October 2007 Thomas Cope, Battalion Chief Current Revision Date: 5/28/2025 Section 205.002 Next Revision (2) Date: 5/28/2027 Page 12 of 20 Sworn Suppression Day Uniform Footwear: Safety Boot: Considered part of the day uniform ensemble; an approved Safety Boot should be worn by members during routine activities as well as during specific types of emergency operations (medical aids, grass fires, water rescue and other technical rescue incidents). Footwear should be worn securely affixed to the foot (i.e., laced and tied or fully zipped). Safety Boots must comply with NFPA 1999 Standard on Protective Clothing and Ensembles for Emergency Medical Operations, as well as American Society for Testing and Materials (ASTM) F2413. Safety boots must be solid black in color, minimum of 6” tall, with puncture resistant, non-slip sole, crush resistant toe cap, and instep shank. Safety Boots are to be maintained in a clean and serviceable condition. To reduce cross-contamination, any uniform footwear should be cleaned and/or sanitized as needed, or be doffed, before entering fire station living spaces and/or apparatus. California Office of Emergency Services (OES), as well as federal firefighting agencies, require footwear comply with NFPA 1977 Standard on Protective Clothing and Equipment for Wildland Firefighting. Therefore, it is recommended that members who participate in strike teams or overhead assignments select a dual-compliant boot, or purchase NFPA 1977 compliant boots to be worn during out of county assignments. NFPA 1977 compliant boots are not required for grass fires within FFD’s jurisdictional boundaries. Station Shoe: When inside living areas of fire stations, members have the option to wear an approved Station Shoe. The Station Shoe is not to be worn in lieu of the safety boot while responding to or actively engaged in emergency operations, or during any activities within the fire station living areas which might result in puncture or crushing injuries. Station Shoes without puncture and crushing protection are not to be worn for routine activities in the apparatus bay but may be worn from living areas to the apparatus. The Station Shoe is not approved to be worn outside of the fire station, or during pre-scheduled events during which members of the public may be inside fire station living areas (such as school tours or election day polling place activities). Station Shoes are to be all black in color with a non-slip sole. No open toe, open heel, or heel straps are permitted. Optional Footwear: Between the hours of 2000 to 0700 optional footwear such as station shoes, physical fitness footwear, flip-flops, sandals, or slippers may be worn inside the living areas of the fire station. Optional footwear should not be worn outside of the living areas of the fire station, unless going directly to apparatus to respond to emergencies. Any leather shoes or boots are to be well-shined. Sworn Prevention Day Uniform Footwear: Sworn prevention personnel are to wear a black leather lace-up or slip-on boot with steel toe. Day Uniform Belt Buckles: The following belt buckles are approved as part of the day uniform ensemble.
