This can result in additional conditions of approval. 1. Border: Identify on the map. Incorrect boundaries could result in extending timelines due to the need for separate processes, timelines and fees. 2. When permanent facilities are not available from the Fresno Metropolitan Flood Control District, the applicant shall identify a temporary onsite storm water basin per Public Works Standard P-97 for review and approval from Public Works. 3. Identify all easements on the map. 4. Private pipe: Provide a note if it is to remain, be relocated or to be abandoned. 5. Existing right of way (ROW): Revise arrow at the intersection of Hayes and Shaw. 6. Bearing: Verify along Shaw Avenue. 7. Dimensions: Revise various dimensions along Shaw to match the Official Plan line. The proposed right of way should be a total of 94’. 8. Relinquishment: Identify relinquishment of access north of the approach on Hayes and west of the approach on Shaw. Provide matching dimensions on both the map and the siteplan to indicate driveway approach locations. 9. APN: revise to provide 8 numbers. 10. Symbols and line types: provide missing items. (Examples: stand pipe, signals, etc.) 11. Cross Sections: Provide cross sections for Shaw and Hayes which are modified streets. 12. Duplicate information: Eliminate duplicate entries on the map. (Examples: Acreage and APN) 13. Abbreviations: Define all abbreviations. (Example SP) 14. Right of Way: Provide accurate information on the north, south east and west sides of the street. Page 2 of 6 L:\AndrewB\PM 2021-03 SHAW 5979 W (P21-00307) (2) ajb.doc PUBLIC IMPROVEMENT REQUIREMENTS The Public Works Department, Traffic and Engineering Services Division, has completed its review and the following requirements are to be placed on this tentative map as a condition of approval by the Public Works Department. The following requirements are based on city records and the accuracy of the existing and proposed on-site and off-site conditions depicted on the tentative map. Requirements not addressed due to omission or misrepresentation of information, on which this review process is dependent, will be imposed whenever such conditions are disclosed. Construct or install the required improvements, or contact Public Works to enter into a bonded secured agreement for these improvements. This must be executed prior to perfection of this parcel map. General Conditions Submit the following plans, as applicable, in a single package, to the Public Works Department, Engineering Services Division for review and approval, prior to the final map: Street construction; Signing and Striping; Traffic Signal and Streetlight. All required signing and striping shall be installed and paid for by the developer / owner. The signing and striping plans shall comply with the current Caltrans standards and be submitted as a part of the street improvement plans. Additional offsite improvements will be required at the time of future site plan review. Curb ramps with “Detectable Warning Devices” are required at all corners within the limits of this parcel map. Repair all damaged and/or off grade off-site concrete street improvements as determined by the City of Fresno Public Works Department, Construction Management Division, (559) 621-5600. Provide a visibility triangle at all street intersections per Public Works Standard P-101 and a 12’ visibility triangle where all driveways intersect streets. Underground all existing offsite overhead utilities with the limits of this map in accordance with Fresno Municipal Code Section 15-4114. Intelligent Transportation Systems (ITS): Street work on major streets shall be designed to include ITS in accordance with the Public Works ITS Specifications, where not existing. Street widening and transitions shall also include utility relocations and necessary dedications. Private pipe: All piping shall be located outside of the proposed street right of way. Any piping across city streets shall be rubber gasketed reinforced concrete pipe (RGRCP) constructed perpendicular to the street. The first order of work shall include a minimum of two points of vehicular access to the major streets for any phase of this development. Page 3 of 6 L:\AndrewB\PM 2021-03 SHAW 5979 W (P21-00307) (2) ajb.doc Street Dedications and / or Vacations Identify pedestrian paths of travel along public sidewalks: Provide a minimum of 4’ clear to accommodate access along the entire street frontage of this map. Pedestrian easements may be required to accomplish this. Contact the Public Works Department, Engineering Services Division. Identify all street furniture, e.g.: public utility poles and boxes, guy wires, signs, fire hydrants, bus stop benches, mail boxes, news stands, trash receptacles, tree wells, etc. within the public right of way or public easements. The construction of any overhead, surface or sub-surface structures and appurtenances in the public rights-of-way is prohibited unless an encroachment covenant is approved by the City of Fresno Public Works Department, Engineering Services Division. Contact Jason Camit at (559) 621-8681. Encroachment agreements must be approved prior to final map. Frontage Improvement Requirements All improvements shall be constructed in accordance with the Standard Specifications and Standard Drawings of the City of Fresno, Public Works Department. Street construction plans are required and shall be approved by the City Engineer. The performance of any work within the public street rights-of-way (including pedestrian and utility easements) requires a STREET WORK PERMIT prior to commencement of work. Contact the City of Fresno Public Works Department, Engineering Services Division at (559) 621-8670 for detailed information. Public Streets: Shaw Avenue: modified 4-lane 94-foot Arterial 1. Dedication Requirements: a. Dedicate 47’ of property, from centerline, for public street purposes, within the limits of this subdivision, per Public Works Standards P-52 (modified) and P-69 (modified, bus bay not required) Center line shall be established per the Shaw Avenue Official Plan Line approved by Council on 5-24-2018. b. Dedicate a corner cut for public street purposes at the intersection of Shaw and Hayes. c. Relinquish direct vehicular access rights to approximately the western 149’ along the Shaw Avenue frontage and from the corner cut. 2. Construction Requirements: a. Construct 20’ of permanent paving (measured from face of curb) within the limits of this subdivision. b. Construct concrete sidewalk, curb and gutter and to Public Works Standard P-5. The curb shall be constructed to a 10’ commercial pattern. Planting of street trees shall conform to the minimum spacing guidelines as stated in the Standard Specification, Section 26-2.11(C). Construct an underground street lighting system to Public Works Standards E-1, E- 7A and E-8 within the limits of this subdivision. Street lights installed on major streets shall be fed from a service pedestal with a master photo control as detailed in Section 3-3.17 of the City Specifications and Standard Drawings E-15, E-17 and E- 18 or as approved by the City Engineer. d. Construct dual curb ramps per Public Works Standards P-30 and P-32, based on a 30’ radius. Hayes Avenue: modified 2-lane Collector 1. Dedication Requirements: a. Dedicate 47’ of property, from section line, for public street purposes, within the limits of this subdivision, per Public Works Standard P-53 (modified) and P-69. b. Relinquish direct vehicular access rights to approximately the northern 170’ of the Hayes Avenue frontage. 2. Construction Requirements: a. Construct 20’ of permanent paving (measured from face of curb) within the limits of this subdivision. b. Construct concrete sidewalk, curb and gutter and to Public Works Standard P-5. The curb shall be constructed to a 12’ commercial pattern. Planting of street trees shall conform to the minimum spacing guidelines as stated in the Standard Specification, Section 26-2.11(C). c. Construct an underground street lighting system to Public Works Standard E-1 within the limits of this subdivision. Spacing and design shall conform to Public Works Standards E-7A and E-8. Street lights installed on major streets shall be fed from a service pedestal with a master photo control as detailed in Section 3-3.17 of the City Specifications and Standard Drawings E-15, E-17 and E-18 or as approved by the City Engineer. Specific Mitigation Requirements: 1. Comply with the attached mitigation measure requirements of the Traffic Operations and Planning Manager. Reference TIS 20-028. 2. Identify the proposed signal at Shaw and Hayes. Indicate the proposed dedications needed outside the border. Traffic Signal Mitigation Impact (TSMI) Fee: This project shall pay all applicable TSMI Fees, at the time of Parcel Map approval. The fees are based on the Master Fee schedule. In some cases, traffic signals may be conditioned on multiple maps. If the signal is existing at the time of the final map, the applicant would be not be required to construct the signal but would be required to pay the applicable fee. TSMI fee is credited against traffic signal and Intelligent Transportation System (ITS) improvements, provided that the improvements are; constructed at ultimate locations, Page 5 of 6 L:\AndrewB\PM 2021-03 SHAW 5979 W (P21-00307) (2) ajb.doc contained within the build out of the General Plan circulation element and are included in the latest Nexus Analysis for TSMI fee. Project specific impacts that are not consistent with the General Plan, Public Works Standard Drawings or not incorporated in the TSMI fee infrastructure costs, are not reimbursable. Failure to pay this fee or construct improvements that are credited / reimbursable with this fee will result in a significant unmitigated impact as this fee is applied to all projects within the City Sphere of Influence. If the applicant is conditioned with improvements that are credited / reimbursable with this fee, they should work with the Department of Public Works and identify, with a Professional Engineer’s estimate, the costs associated with the improvements, prior to paying the TSMI fee at time of building permit. 1. The intersection of Shaw and Hayes shall be signalized to the City of Fresno Standards, complete with left turn phasing, actuation and signal pre-emption, prior to the occupancy of the first building permit. This work is eligible for reimbursement and/or credit against Traffic Signal Mitigation Impact Fees. The applicant shall design the traffic signal and obtain City approval of the plans prior to the recordation of the parcel map. The traffic signal installation shall be limited to the following equipment: poles, safety lights, oversize street name sign, conduits, detectors, service pedestal connected to a PG&E point of service, controller cabinet, ITS vault, ITS communication cabinet and all pull boxes. Fresno Major Street Impact (FMSI)Fees: This map is in the New Growth Area; therefore pay all applicable growth area fees and City-wide regional street impact fees. Contact the Public Works Department, Frank Saburit at (559)621-8797. FMSI Requirements: Shaw Avenue: Arterial 1. Dedicate and construct (2) eastbound travel lanes, (1) eastbound bike lane, (2) westbound travel lanes (1) westbound bike lane and a 5’-16’ raised concrete median island with a 250’ left turn pocket at Shaw and Hayes within the limits of this map. Details of said street shall be depicted on the approved tentative tract map. Dedication shall be sufficient to accommodate arterial standard and any other grading or transitions as necessary based on a 55 MPH design speed. Hayes Avenue: Collector 1. Dedicate and construct (1) 12’ northbound and southbound travel lane, (1) 7’ northbound bike lane, (1) 5’ southbound shoulder and a 2-way left turn lane within the limits of this map. Stripe 200’ left turn pockets at all major intersections. If not existing, an additional 8’ dedication is required beyond the edge of pavement. Dedication shall be sufficient to accommodate additional paving and any other grading or transitions as necessary based on a 45 MPH design speed. Provide proof of payment or exemption prior to granting final occupancy.
