OPINION
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FRESNO,
CALIFORNIA IN OPPOSITION OF THE SAN JOAQUIN VALLEY AIR
DISTRICTS PROPOSAL TO VOLUNTARILY SEEK THE FEDERAL
GOVERNMENT'S EXTREME AIR QUALITY RATING
WHEREAS, In the past 13 years the San Joaquin Valley has experienced notable air quality improvements;
and
WHEREAS, despite these improvements, the Valley still does not meet the standards established by the
U. S. Environmental Protection Agency; and
WHEREAS, in May, 2002, the American Lung Association ranked the Fresno metropolitan area as
having the third worst ozone air pollution in the nation ; and
WHEREAS, four out of the top 10 worst ozone polluted metropolitan areas are located in the San Joaquin
Valley ; and
WHEREAS, the American Lung Association estimates that over 80,000 people in Fresno County suffer
from lung diseases such as asthma, lung cancer, emphysema and chronic bronchitis; and
WHEREAS, in an effort to delay the 2005 attainment deadline, the San Joaquin Valley Air Pollution
Control District is exploring the option of requesting an"extreme" designation; and
WHEREAS, a designation of extreme would mean that the Valley would face the stigma of being one of
only two regions in the country to be classified as having the very worst air quality possible;
and
WHEREAS, an extreme designation would have a negative impact on economic development and the
associated costs, stricter requirements and health threats would cause businesses to think twice
before locating in the Valley; and
WHEREAS, immediate aggressive action is necessary to improve the air quality in the Valley.
NOW, THEREFORE,BE IT RESOLVED that the Council of the City of Fresno, on this 18th day of June,
2002, hereby oppose the San Joaquin Valley Air Pollution Control District's proposal to voluntarily seek an
air quality rating of extreme and asks that they meet immediately with all municipalities,Valley elected leaders
the Federal Government to develop a plan to delay sanctions.
