This can result in additional conditions of approval. 1. Correctly identify the map border per the verification checklist provided by Planning. Incorrect boundaries could result in extending timelines due to the need for separate processes, timelines and fees. 2. Provide an entry gate operational statement. See page 4. 3. Identify all easements on the map. 4. Identify all gates and visibility triangles. 5. Mixed Use: dedicate an irrevocable offer to accommodate a future 12’ sidewalk pattern. Identify on map. Verify sidewalk patterns. Dedication to provide 12’ from face of curb to easement. 6. Dimensions shown do not match Public Works Standards. College Avenue: Verify sidewalk pattern. Is it 11’ or 12’? What is curb to curb dimension? Either remove and replace approach to P-2/P-6 or provide a dedication and construct 4’ accessible path behind approaches. Shaw Avenue: Verify the sidewalk pattern along Shaw. Is it 8’, 9’ or 10’? 7. When permanent facilities are not available from the Fresno Metropolitan Flood Control District, the applicant shall identify a temporary onsite storm water basin per Public Works Standard P-97 for review and approval from Public Works. 8. Page 2 of 4 T:\Traffic Planning\_CONDITIONS OF APPROVAL\PARCEL MAPS\2021\PM 2021-01 SHAW 280 W\PM 2021-01 SHAW 280 W.doc PUBLIC IMPROVEMENT REQUIREMENTS The Public Works Department, Traffic and Engineering Services Division, has completed its review and the following requirements are to be placed on this tentative map as a condition of approval by the Public Works Department. The following requirements are based on city records and the accuracy of the existing and proposed on-site and off-site conditions depicted on the tentative map. Requirements not addressed due to omission or misrepresentation of information, on which this review process is dependent, will be imposed whenever such conditions are disclosed. Construct or install the required improvements, or contact Public Works to enter into a bonded secured agreement for these improvements. This must be executed prior to perfection of this parcel map. General Conditions Submit the following plans, as applicable, in a single package, to the Public Works Department, Engineering Services Division for review and approval, prior to the final map: Street construction; and Streetlight. All required signing and striping shall be installed and paid for by the developer / owner. The signing and striping plans shall comply with the current Caltrans standards and be submitted as a part of the street improvement plans. Additional offsite improvements will be required at the time of future site plan review. Curb ramps with “Detectable Warning Devices” are required at all corners within the limits of this parcel map. Repair all damaged and/or off grade off-site concrete street improvements as determined by the City of Fresno Public Works Department, Construction Management Division, (559) 621-5600. All existing sidewalks in excess of 2% maximum cross slope must be brought into compliance prior to acceptance by Public Works. See page 3. All existing driveway approaches which no longer provide access to approved vehicle parking areas shall be removed unless otherwise approved by the City Engineer. Such areas shall be reconstructed with curb, gutter, and sidewalk to match existing adjacent street improvements. This work shall be completed and accepted before a Permit of Occupancy is issued or the building is occupied per Fresno Municipal Code (FMC) 13-211. Provide a 30’ visibility triangle at all street intersections and a 12’ visibility triangle where all driveways intersect streets. Underground all existing offsite overhead utilities with the limits of this map in accordance with Fresno Municipal Code Section 15-4114. Page 3 of 4 T:\Traffic Planning\_CONDITIONS OF APPROVAL\PARCEL MAPS\2021\PM 2021-01 SHAW 280 W\PM 2021-01 SHAW 280 W.doc Street Dedications and / or Vacations Identify pedestrian paths of travel along public sidewalks: Provide a minimum of 4’ clear to accommodate access along the entire street frontage of this map. Pedestrian easements may be required to accomplish this. Contact the Public Works Department, Engineering Services Division. Identify all street furniture, e.g.: public utility poles and boxes, guy wires, signs, fire hydrants, bus stop benches, mail boxes, news stands, trash receptacles, tree wells, etc. within the public right of way or public easements. The construction of any overhead, surface or sub-surface structures and appurtenances in the public rights-of-way is prohibited unless an encroachment covenant is approved by the City of Fresno Public Works Department, Engineering Services Division. Contact Jason Camit at (559) 621-8681. Encroachment agreements must be approved prior to final map. Frontage Improvement Requirements All improvements shall be constructed in accordance with the Standard Specifications and Standard Drawings of the City of Fresno, Public Works Department. Street construction plans are required and shall be approved by the City Engineer. The performance of any work within the public street rights-of-way (including pedestrian and utility easements) requires a STREET WORK PERMIT prior to commencement of work. Contact the City of Fresno Public Works Department, Engineering Services Division at (559) 621-8670 for detailed information. Public Streets: Shaw Avenue: Arterial 1. Dedication Requirements: a. Dedicate an irrevocable offer for pedestrian purposes to accommodate a future 12’ sidewalk. Irrevocable offer to provide 12’ from face of curb to easement. b. Dedicate a corner cut for public street purposes at the intersection of Shaw and College to accommodate a future 12’ sidewalk pattern. c. Relinquish direct vehicular access rights to Shaw Avenue from all lots within this subdivision. 2. Construction Requirements: a. If existing sidewalk exceeds a 2% slope, remove and construct a 6’ minimum sidewalk. (5.5’-6’-.5’), to Public Works Standard P-5. If the sidewalk is required to be replaced, due to grades, dedicate the Pedestrian easement instead of providing an irrevocable offer. Planting of street trees shall conform to the minimum spacing guidelines as stated in the Standard Specification, Section 26-2.11(C). b. Construct an underground street lighting system to Public Works Standard E-1 and E-7, within the limits of this subdivision. Street lights installed on major streets shall be fed from a service pedestal with a master photo control as detailed in Section 3-3.17 of the City Specifications and Standard Drawings E-15, E-18 or as approved by the City Engineer. Modify or replace the existing ramp to meet current Public Works Standards, as determined by the Construction Management engineer PRIOR to occupancy. College Avenue: Local 1. Dedication Requirements: a. If existing approaches to remain, dedicate sufficient property to provide a 4’ accessible path for pedestrian purposes behind all existing approaches that are to remain. 2. Construction Requirements: a. Construct a 4’ minimum sidewalk behind all existing driveway approaches to Public Works Standard P-2. b. Construct missing concrete sidewalk to Public Works Standard P-5. Verify the sidewalk pattern. 11’ shown but our records indicate 12’ pattern. (7.5’ from face of curb to walk – 4’ min. sidewalk-.5’ back of walk to easement) Planting of street trees shall conform to the minimum spacing guidelines as stated in the Standard Specification, Section 26-2.11(C). c. If existing approaches to be removed and replaced, construct to Public Works Standards P-2, P-6 and P-48. d. Construct an underground street lighting system to Public Works Standards E-2 and E-9, within the limits of this subdivision. Specific Mitigation Requirements: 1. Provide an operational statement verifying that upon arrival/departure, owner/applicant shall park at the curb to lock/unlock the gate and at no time will vehicles block the public rights of way -OR- Relocate the existing gates, 20’ minimum from the street right of way or pedestrian easement, whichever is greater. 2. 12’ Visibility: Prune or remove the existing landscaping to provide a minimum 12’ visibility triangle at each approach. (Triangle to be measured from the street or pedestrian easement, whichever is greater.) 3. Remove existing off-site dry wells. Traffic Signal Mitigation Impact (TSMI) Fee: This project shall pay all applicable TSMI Fees, at the time of Parcel Map approval, based on the Master Fee schedule. Fresno Major Street Impact (FMSI)Fees: This entitlement is in the Infill Area; therefore pay all applicable City-wide regional street impact fees. Regional Transportation Mitigation Fee (RTMF): Pay all applicable RTMF fees to the Joint Powers Agency located at 2035 Tulare Street, Suite 201, Fresno, CA 93721; (559) 233-4148 ext. 200; www.fresnocog.org. Provide proof of payment or exemption prior to granting final occupancy.
